<br />PROGRESSES AND UNEXPECTED (SEASONAL) CONDITIONS DICTATE, MORE SILTATION CONTROL FACILITIES MAY
<br />BE REQUIRED TO INSURE COMPLETE SILTATION CONTROL OF THE PROPOSED PROJECT. THEREFORE, DURING
<br />THE COURSE OF CONSTRUCTION IT SHALL BE THE OBLIGATION AND RESPONSIBILITY OF THE CONTRACTOR TO
<br />ADDRESS ANY NEW CONDITIONS THAT MAY BE CREATED BY HIS ACTIVITIES AND TO PROVIDE ADDITIONAL
<br />FACILITIES THAT MAY BE NEEDED TO PROTECT ADJACENT PROPERTIES.
<br />9. SUITABLE NATIVE MATERIAL EXCAVATED DURING TRENCHING SHALL BE USED FOR TRENCH BACKFILL UNLESS
<br />NOTIFIED BY THE CITY ENGINEER THAT THE NATIVE MATERIAL IS UNSUITABLE. THE CITY ENGINEER, OR HIS
<br />REPRESENTATIVE, WILL EXAMINE EXCAVATED NATIVE MATERIAL AT THE TIME OF EXCAVATION TO DETERMINE ITS
<br />SUITABILITY FOR USE AS BACKFILL. NATIVE MATERIAL WILL BE CONSIDERED SUITABLE FOR TRENCH BACKFILL

<br />A. CAPABLE OF ATTAINING THE DEGREE OF COMPACTION SPECIFIED IN D COMPACTION.

<br />10. UNSUITABLE BACKFILL MATERIAL SHALL BE REMOVED FROM THE SITE AND HAULED TO AN APPROVED
<br />DISPOSAL SITE. THE CITY ENGINEER SHALL BE PROVIDED WITH THE LOCATION OF ALL DISPOSAL SITES TO
<br />BE USED AND ALSO COPIES OF THE PERMITS AND APPROVALS OF SUCH DISPOSAL SITES.
<br />11. IMPORTED MATERIAL SHALL MEET THE REQUIREMENT OF GRAVEL BORROW AS SPECIFIED IN SECTION 3.16.1.3
<br />OF THE DESIGN AND CONSTRICTION STANDARDS AND SPECIFICATIONS, OR CRUSHED SURFACING TOP COURSE
<br />AS SPECIFIED IN SECTION 9-03.9(3) OF THE 1991 STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND
<br />MUNICIPAL CONSTRUCTION.
<br />12. TRENCH BACKFILL SHALL BE SPREAD IN LAYERS AND COMPACTED BY MECHANICAL TAMPERS OF THE IMPACT
<br />TYPE APPROVED BY THE CITY ENGINEER. THE BACKFILL MATERIAL SHALL BE PLACED IN SUCCESSIVE LAYERS
<br />WITH THE FIRST LAYER NOT TO EXCEED 2 FEET ABOVE THE PIPE, AND THE FOLLOWING LAYERS NOT
<br />EXCEEDING 12 INCHES IN LOOSE THICKNESS, WITH EACH LAYER BEING COMPACTED TO THE DENSITY
<br />SPECIFIED BELOW:
<br />A. IMPROVED AREA SUCH AS STREET AND SIDE WALK AREAS SHALL BE COMPACTED TO 909 OF MAXIMUM DRY
<br />DENSITY TO WITHIN 3 FEET OF SUBGRADE. THE LAST 3 FEET SHALL BE COMPACTED TO 95Z OF MAXIMUM
<br />DRY DENSITY.
<br />B. UNIMPROVED AREAS OR LANDSCAPE AREAS SHALL BE COMPACTED TO 90q OF MAXIMUM DRY DENSITY.
<br />13. TEMPORARY SILTATION PONDS AND ALL TEMPORARY SILTATION CONTROLS SHALL BE MAINTAINED IN A
<br />SATISFACTORY CONDITION UNTIL SUCH TIME THAT CLEARING AND/OR CONSTRUCTION IS COMPLETED,
<br />PERMANENT DRAINAGE FACILITIES ARE OPERATIONAL, AND THE POTENTIAL FOR EROSION HAS PASSED.
<br />14. APPROVAL OF THIS PLAN DOES NOT CONSTITUTE AN APPROVAL OF DESIGN, SIZE, NOR LOCATION OF PIPES,
<br />RESTRICTORS, OR DETENTION FACILITIES, BUT IS AN APPROVAL OF GRADING AND SEDIMENTATION CONTROL
<br />PLAN ONLY.
<br />COE TESC NOTES
<br />1. Approval of this erosion/sedimentation control (ESC) plan does not constitute an approval of
<br />permanent road or drainage design (e.g. size and location of roads, pipes, restrictors, channels,
<br />retention facilities, utilities).
<br />2. The implementation of these ESC plans and the construction, maintenance, replacement, and
<br />upgrading of these ESC facilities is the responsibility of the applicant/contractor until all
<br />construction is completed and approved and vegetation/landscaping is established.
<br />3. The boundaries of the clearing limits shown on this plan shall be clearly flagged in the field prior
<br />to construction. During the construction period, no disturbance beyond the flagged clearing limits
<br />shall be permitted. The flagging shall be maintained by the applicant/contractor for the duration
<br />of construction.
<br />4. The ESC facilities shown on this plan must be constructed in conjunction with all clearing and
<br />grading activities, and in such a manner as to ensure that sediment and sediment laden water do
<br />not enter the drainage system, roadways, or violate applicable water quality standards.
<br />5. The ESC facilities shown on this plan are the minimum requirements for anticipated site
<br />conditions. During the construction period, these ESC facilities shall be upgraded as needed for
<br />unexpected storm events and to ensure that sediment and sediment -laden water do not leave the
<br />site.
<br />6. The ESC facilities shall be inspected routinely and maintained by the applicant/contractor to
<br />ensure their continued functioning, especially after storm events.
<br />7. The ESC facilities on inactive sites shall be inspected and maintained a minimum of once a
<br />month or within the 48 hours following a major storm event.
<br />8. At no time shall more than one foot of sediment be allowed to accumulate within a trapped catch
<br />basin. All catch basins and conveyance lines shall be cleaned prior to paving. The cleaning
<br />operation shall not flush sediment laden water into the downstream system.
<br />9. Stabilized construction entrances shall be installed at the beginning of construction and
<br />maintained for the duration of the project. Additional measures may be required to ensure that all
<br />paved areas are kept clean for the duration of the project.
<br />10. The Contractor shall provide periodic street cleaning to remove debris and sediment tracked off
<br />the site.
<br />11. Appropriate measures shall be taken to stop sediment from entering surface water bodies if the
<br />proposed BMPs fail.
<br />12. Bare and/or disturbed soils shall remain uncovered and/or unstabilized for no more than 2 days
<br />from October 1 through April 30, and for no more than 7 days from May 1 through September 30.
<br />NOTES
<br />1. CITY STREETS ARE TO BE KEPT CLEAN OF DIRT AND DEBRIS AT ALL TIMES DURING CONSTRUCTION. DUST
<br />SUPPRESSION AND STREET CLEANING MUST OCCUR AS DIRECTED BY PUBLIC WORKS INSPECTOR.
<br />2. ALL EXPOSED GROUND MUST BE RESEEDED WITHIN 30 DAYS OF COMPLETION OF CONSTRUCTION. IF
<br />RESEEDING IS NOT PRATICAL DUE TO WEATHER OR SEASONAL PROBLEMS, THE GROUND MUST BE COVERED
<br />WITH MULCH AS DIRECTED BY THE CITY ENGINEER.
<br />3. TEMPORARY EROSION CONTROL MEASURES FOR CONSTRUCTION ACTIVITY MUST BE OPERATIONAL PRIOR TO
<br />COMMENCEMENT OF ANY CLEARING OR EARTHWORK.
<br />4. ANY GRADING/FILL ON THIS SITE SHALL BE DONE IN A MANNER THAT DOES NOT IMPACT THE SURROUNDING
<br />PROPERTIES.
<br />EROSION CONTROL DEVICES NOTES
<br />ADDITIONAL EROSION AND SEDIMENT CONTROL MAY BE REQUIRED AS PER INSPECTORS DIRECTION
<br />CONSTRUCTION.

<br />EASEMENTS MAY BE GRANTED WITHIN THE LIMITS OF THIS EASEMENT.
<br />GENERAL NOTES
<br />1. FOR ANY EASEMENT ACCESS OR EASEMENT WITH PUBLIC UTILITIES, THE CITY ENGINEER SHALL DETERMINE
<br />THE REQUIRED EASEMENT WIDTH BASED ON CITY STANDARDS.
<br />2. WITH THE EXCEPTION OF THE EASEMENT ACCESS DRIVE, NO NEW DRIVEWAYS OR PARKING AREAS WILL BE
<br />PERMITTED WITHIN THE FRONT YARD SETBACK AREA FOR ALL LOTS THAT FRONT ON THE PUBLIC STREET.
<br />3. ACCESS OFF AN EASEMENT DRIVE IS LIMITED TO ONE TWENTY FOOT DRIVEWAY AND CURB CUT PER LOT.

<br />IT IS THE INTENT OF THIS TEMPORARY EROSION AND SILTATION CONTROL PLAN THAT STORM WATER RUNOFF BE
<br />CONTROLLED AT ALL TIMES TO PREVENT SOIL EROSION AND TO MAINTAIN WATER QUALITY. ANY AND ALL
<br />MEASURES NECESSARY TO DO SO SHALL BE EMPLOYED BY THE CONTRACTOR.
<br />1. REGARDLESS OF SITE, WEATHER, SOIL OR OTHER CONDITIONS, THE CONTRACTOR SHALL BE FULLY
<br />RESPONSIBLE FOR ENSURING THAT EROSION DOES NOT OCCUR ON THE SITE AND THAT POLLUTED OR
<br />SILT -LADEN RUNOFF DOES NOT LEAVE THE SITE OR ENTER INTO ANY CREEK, STREAM, WETLAND OR
<br />WATER BODY ON THE SITE.
<br />2. BEYOND THE MINIMUM REQUIREMENTS SHOWN ON THIS PLAN, THE CONTRACTOR SHALL BE RESPONSIBLE
<br />FOR SELECTING AND IMPLEMENTING APPROPRIATE METHODS, "BEST MANAGEMENT PRACTICES" (BMPS), FOR
<br />STORM WATER TREATMENT AND CONTROL THAT MEET THE REQUIREMENTS OF BOTH THE WASHINGTON STATE
<br />DEPARTMENT OF ECOLOGY AND THE CITY OF EVERETT
<br />3. THE CONTRACTOR SHALL REPORT ALL WATER QUALITY CONCERNS AND ACTIVITIES TO THE PROJECT ENGINEER
<br />AND THE CITY INSPECTOR. IN THE EVENT THAT THE INSTALLED WATER QUALITY CONTROL MEASURES ARE
<br />INEFFECTIVE AT CONTROLLING EROSION AND SILTATION, THE CONTRACTOR SHALL IMMEDIATELY REPORT TO
<br />AND CONSULT WITH THE PROJECT ENGINEER TO FIND AN APPROPRIATE REMEDY. ALL CONSTRUCTION
<br />ACTIVITIES, WITH THE EXCEPTION OF EROSION AND SILTATION CONTROL MEASURES, SHALL CEASE UNTIL
<br />SUCH TIME AS THE WATER QUALITY IS BROUGHT UNDER CONTROL.
<br />4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR MONITORING WEATHER FORECASTS AND ANTICIPATING STORM
<br />ACTIVITY AND SHALL SCHEDULE ALL PROJECT ACTIVITIES IN ANTICIPATION OF THE WEATHER.
<br />5. ALL SUPPLIES AND MATERIALS NECESSARY FOR IMPLEMENTING BMPS SHALL BE STORED ON SITE AND SHALL
<br />BE IMMEDIATELY AVAILABLE FOR USE. SUCH SUPPLIES AND MATERIALS SHALL INCLUDE, BUT NOT BE LIMITED
<br />TO, STRAW BALES OR OTHER MULCHING MATERIAL, SILT FENCING AND STAKES, FILTER FABRIC, ETC.
<br />6. DURING AND AFTER RUNOFF PRODUCING STORM EVENTS, CONTRACTOR SHALL MONITOR ALL EROSION
<br />CONTROL MEASURES AND SHALL PRIORITIZE IMPLEMENTATION AND MAINTENANCE OF EROSION AND SILTATION
<br />CONTROL MEASURES ABOVE ALL OTHERS.
