<br />IT IS THE INTENT OF THIS TEMPORARY EROSION AND SILTATION CONTROL PLAN THAT STORM WATER RUNOFF BE

<br />1. THE TEMPORARY EROSION CONTROL SYSTEM SHALL BE INSTALLED PRIOR TO ALL OTHER CONSTRUCTION.

<br />J. AS CONSTRUCTION PROGRESSES AND SEASONAL CONDITIONS DICTATE, THE EROSION CONTROL FACILITIES SHALL BE MAINTAINED

<br />4. ALL DISTURBED AREAS THAT WILL BE LEFT FOR 30 DAYS OR MORE DURING THE PERIODS OF MARCH 1 TO MAY 15 AND AUGUST 15
<br />TO OCTOBER 1 SHALL BE IMMEDIATELY SEEDED WITH A MIX AND BY A METHOD APPROVED BY THE CITY OF EVERETT PUBLIC WORKS

<br />6. GRADING OUTSIDE CITY RIGHT-OF-WAY SHALL CONFORM TO CHAPTER 70, UNIFORM BUILDING CODE.
<br />7. COMPACT ALL FILLS TO MINIMUM 95% MAXIMUM DENSITY.
<br />8. THE CONTRACTOR SHALL PROVIDE AND MAINTAIN TEMPORARY SEDIMENTATION COLLECTION FACILITIES TO INSURE THAT SEDIMENT -LADEN
<br />WATER DOES NOT ENTER THE NATURAL DRAINAGE SYSTEM. AS CONSTRUCTION PROGRESSES AND UNEXPECTED (SEASONAL) CONDITIONS
<br />DICTATE, MORE SILTATION CONTROL FACILITIES MAY BE REQUIRED TO INSURE COMPLETE SILTATION CONTROL OF THE PROPOSED
<br />PROJECT. THEREFORE, DURING THE COURSE OF CONSTRUCTION IT SHALL BE THE OBLIGATION AND RESPONSIBILITY OF THE
<br />CONTRACTOR TO ADDRESS ANY NEW CONDITIONS THAT MAY BE CREATED BY HIS ACTIVITIES AND TO PROVIDE ADDITIONAL FACILITIES
<br />THAT MAY BE NEEDED TO PROTECT ADJACENT PROPERTIES.
<br />9. SUITABLE NATIVE MATERIAL EXCAVATED DURING TRENCHING SHALL BE USED FOR TRENCH BACKFILL UNLESS NOTIFIED BY THE CITY
<br />ENGINEER THAT THE NATIVE MATERIAL IS UNSUITABLE. THE CITY ENGINEER, OR HIS REPRESENTATIVE, WILL EXAMINE EXCAVATED NATIVE
<br />MATERIAL AT THE TIME OF EXCAVATION TO DETERMINE ITS SUITABILITY FOR USE AS BACKFILL. NATIVE MATERIAL WILL BE CONSIDERED
<br />SUITABLE FOR TRENCH BACKFILL IF IT IS:
<br />A. CAPABLE OF ATTAINING THE DEGREE OF COMPACTION SPECIFIED IN D COMPACTION.
<br />B. WITHIN REASONABLE TOLERANCE OF OPTIMUM MOISTURE CONTENT.
<br />C. REASONABLY FREE OF ORGANIC MATERIAL, CLAY, FROZEN LUMPS, ROCKS OR OTHER DELETERIOUS MATTER.
<br />10. UNSUITABLE BACKFILL MATERIAL SHALL BE REMOVED FROM THE SITE AND HAULED TO AN APPROVED DISPOSAL SITE. THE CITY
<br />ENGINEER SHALL BE PROVIDED WITH THE LOCATION OF ALL DISPOSAL SITES TO BE USED AND ALSO COPIES OF THE PERMITS AND
<br />APPROVALS OF SUCH DISPOSAL SITES.
<br />11. IMPORTED MATERIAL SHALL MEET THE REQUIREMENT OF GRAVEL BORROW AS SPECIFIED IN SECTION 3.16.1.3 OF THE DESIGN AND
<br />CONSTRICTION STANDARDS AND SPECIFICATIONS, OR CRUSHED SURFACING TOP COURSE AS SPECIFIED IN SECTION 9-03.9(3) OF THE
<br />1991 STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION.
<br />12. TRENCH BACKFILL SHALL BE SPREAD IN LAYERS AND COMPACTED BY MECHANICAL TAMPERS OF THE IMPACT TYPE APPROVED BY THE
<br />CITY ENGINEER. THE BACKFILL MATERIAL SHALL BE PLACED IN SUCCESSIVE LAYERS WITH THE FIRST LAYER NOT TO EXCEED 2 FEET
<br />ABOVE THE PIPE, AND THE FOLLOWING LAYERS NOT EXCEEDING 12 INCHES IN LOOSE THICKNESS, WITH EACH LAYER BEING
<br />COMPACTED TO THE DENSITY SPECIFIED BELOW.
<br />A. IMPROVED AREA SUCH AS STREET AND SIDE WALK AREAS SHALL BE COMPACTED TO 909 OF MAXIMUM DRY DENSITY TO WITHIN 3
<br />FEET OF SUBGRADE, THE LAST 3 FEET SHALL BE COMPACTED TO 959 OF MAXIMUM DRY DENSITY.

<br />6. THE ESC FACILITIES SHALL BE INSPECTED ROUTINELY AND MAINTAINED BY THE APPLICANT/CONTRACTOR TO ENSURE THEIR CONTINUED
<br />FUNCTIONING, ESPECIALLY AFTER STORM EVENTS.
<br />7. THE ESC FACILITIES ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED A MINIMUM OF ONCE A MONTH OR WITHIN THE 48 HOURS
<br />FOLLOWING A MAJOR STORM EVENT.
<br />8. AT NO TIME SHALL MORE THAN ONE FOOT OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A TRAPPED CATCH BASIN. ALL CATCH BASINS
<br />AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT LADEN WATER INTO
<br />THE DOWNSTREAM SYSTEM.
<br />9. STABILIZED CONSTRUCTION ENTRANCES SHALL BE INSTALLED AT THE BEGINNING OF CONSTRUCTION AND MAINTAINED FOR THE DURATION OF
<br />THE PROJECT. ADDITIONAL MEASURES MAY BE REQUIRED TO ENSURE THAT ALL PAVED AREAS ARE KEPT CLEAN FOR THE DURATION OF THE
<br />PROJECT.
<br />10. THE CONTRACTOR SHALL PROVIDE PERIODIC STREET CLEANING TO REMOVE DEBRIS AND SEDIMENT TRACKED OFF THE SITE
<br />11. APPROPRIATE MEASURES SHALL BE TAKEN TO STOP SEDIMENT FROM ENTERING SURFACE WATER BODIES IF THE PROPOSED BMPS FAIL. IF
<br />BMPS FAIL AND SEDIMENT -LADEN WATER IS LEAVING THE SITE, IMMEDIATELY NOTIFY YOUR PUBLIC WORKS INSPECTOR.
<br />12. BARE AND/OR DISTURBED SOILS SHALL REMAIN UNCOVERED AND/OR UNSTABILIZED FOR NO MORE THAN 2 DAYS FROM OCTOBER 1 THROUGH
<br />APRIL 30, AND FOR NO MORE THAN 7 DAYS FROM MAY 1 THROUGH SEPTEMBER 30.
<br />13. NOTIFY THE CITY PUBLIC WORKS INSPECTOR AT LEAST 24 HOURS PRIOR TO DEWATERING ACTIVITIES. HANDLE HIGHLY TURBID OR OTHERWISE
<br />CONTAMINATED DEWATERING WATER SEPARATELY FROM STORMWATER.
<br />14. THE APPROVED PROJECT PUBLIC WORKS PERMIT AND SWPPP SHALL BE RETAINEDON SITE OR READILY AVAILABLE TO THE CONTRACTOR
