<br />24 <br /> <br />When a Utility Laborer is assigned the task of Blacktop Raker, the employee will receive a one- <br />step increase for the time so assigned or for the time specifically required to perform such an <br />assignment. When a Utility Laborer is assigned the task of Water or Sewer Pipelayer on a new or <br />renewal construction project, the employee will receive a one-step increase. <br /> <br />D. Commercial Driver’s License Pay <br /> <br />Employees in the utility laborer classification that are deemed by the department Head or <br />designee as beneficial to have a commercial driver’s license shall receive compensation in <br />accordance with the attached MOU. This will be a pilot program that will end with the contract <br />unless agreed upon by City and Union to continue the MOU. <br /> <br />E. Interpretation/Translation Pay <br /> <br />When an employee is certified by an agency acceptable to the City in a language other than <br />English, the employee will receive a $200.00 per month stipend for each language of Spanish, <br />Russian, and Ukrainian. A $100.00 per month stipend will be awarded for each language of <br />Arabic, Chinese, Korean, Swahili, Yoruba, Igbo, Fula, Vietnamese, and ASL. The maximum <br />amount of monthly translation pay shall not exceed $200.00. <br /> <br />F. Instructor Pay <br /> <br />Employees who are trained and certified to instruct on a topic deemed necessary by the <br />department director or designee, shall receive a one-step premium for all hours engaged in <br />instructing. This includes formal instruction and evaluation of the student’s skills using <br />standardized materials provided by a 3rd party or by the department designee. This does not apply <br />to on-the-job training in the normal course of duties. Qualifying instruction topics can be found <br />in Addendum C. Instructor certification process and qualifying topics shall be agreed upon <br />between the parties through the labor/management process. <br /> <br />Section 11: Employment Vacancies <br /> <br />A. Appointments to job vacancies covered by Civil Service shall be made in accordance with civil <br />service rules and regulations. <br /> <br />B. Appointments to AFSCME represented job vacancies not covered by Civil Service shall be filled <br />solely on the basis of ability, qualifications and merit. The City of Everett shall determine the <br />appropriate selection process. The selection process shall bear a direct relationship to the <br />knowledge, skills and abilities required for successful performance in the job classification to be <br />filled. A qualified pool of applicants will be forwarded to the hiring authority for final selection. <br />Upon request, the Union shall be provided with a written description of the recruitment and <br />selection process used in filling any such vacancy. <br /> <br /> <br /> <br />
