December 18, 2024 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., December 18, <br />2024, by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Tuohy, Bader, Rhyne, <br />Zarlingo, Vogeli, Fosse, and President Schwab were present. <br />Council Member Zarlingo led the Pledge of Allegiance. <br />Council Member Rhyne recited the land acknowledgement. <br />The minutes of the December 11, 2024 meeting were approved. <br />President Schwab removed Agenda Item No. 7 and moved Agenda Item No. 16 to Action. <br />MAYOR <br />Mayor Franklin recognized Operations Superintendent Jeff Marrs, Public Works Director Ryan <br />Sass and the Water Filtration Plan team, and invited Regional Environmental Engineer with the <br />Washington State Department of Health Laura McLaughlin to present the Treatment Plant <br />Optimization (TOP) Award. <br />Mayor Franklin invited Chief John DeRousse to introduce a new police officer. <br />OATH OF OFFICE <br />Moved by Council Member Tuohy, seconded by Council Member Zarlingo, to concur with the <br />appointment of Lucas Carmona as a new police officer. <br />Roll was called with all council members voting yes. <br />Motion carried. <br />The Deputy City Clerk administered the oath of office, Mayor Franklin pinned the officer with <br />their badge, and Council members congratulated Officer Carmona. <br />Mayor Franklin provided comments on Agenda Item No. 21, the proposed resolution regarding <br />the Everett Outdoor Multipurpose Facility . <br />APPOINTMENTS
