Disseminate the Contractor's EEO policy externally by including it in any 1 <br />advertising in the news media, specifically including minority and female 2 <br />news media, and providing written notification to and discussing the 3 <br />Contractor's EEO policy with other Contractors and Subcontractors with 4 <br />whom the Contractor does or anticipates doing business. 5 <br /> 6 <br />i. Direct its recruitment efforts, both oral and written to minority, female and 7 <br />community organizations, to schools with minority and female students and 8 <br />to minority and female recruitment and training organizations serving the 9 <br />Contractor's recruitment area and employment needs. Not later than one 10 <br />month prior to the date for the acceptance of applications for apprenticeship 11 <br />or other training by any recruitment source, the Contractor shall send written 12 <br />notification to organizations such as the above, describing the openings, 13 <br />screening procedures, and tests to be used in the selection process. 14 <br /> 15 <br />j. Encourage present minority and female employees to recruit other minority 16 <br />persons and women and where reasonable, provide after school, summer 17 <br />and vacation employment to minority and female youth both on the site and 18 <br />in other areas of a Contractor's work force. 19 <br /> 20 <br />k. Validate all tests and other selection requirements where there is an 21 <br />obligation to do so under 41 CFR Part 60 -3. 22 <br /> 23 <br />l. Conduct, at least annually, an inventory and evaluation of all minority and 24 <br />female personnel for promotional opportunities and encourage these 25 <br />employees to seek or to prepare for, through appropriate training, etc., such 26 <br />opportunities. 27 <br /> 28 <br />m. Ensure that seniority practices, job classifications, work assignments and 29 <br />other personnel practices, do not have a discriminatory effect by continually 30 <br />monitoring all personnel and employment related activities to ensure that 31 <br />the EEO policy and the Contractor's obligations under these specifications 32 <br />are being carried out. 33 <br /> 34 <br />n. Ensure that all facilities and company activities are nonsegregated except 35 <br />that separate or single-user toilet and necessary changing facilities shall be 36 <br />provided to assure privacy between the sexes. 37 <br /> 38 <br />o. Document and maintain a record of all solicitations of offers for subcontracts 39 <br />from minority and female construction contractors and suppliers, including 40 <br />circulation of solicitations to minority and female contractor associations 41 <br />and other business associations. 42 <br /> 43 <br />p. Conduct a review, at least annually, of all supervisors' adherence to and 44 <br />performance under the Contractor's EEO policies and affirmative action 45 <br />obligations. 46 <br /> 47 <br />8. Contractors are encouraged to participate in voluntary associations which assist in 48 <br />fulfilling one or more of their affirmative action obligations (7a through 7p). The efforts 49 <br />of a contractor association, joint contractor-union, contractor-community, or other 50 <br />similar group of which the Contractor is a member and participant, may be asserted 51 <br />as fulfilling any one or more of the obligations under 7a through 7p of this Special 52
