• J . 1 by grading and slagging a ten foot roadway next to the pavement on 2 the north side from Cedar Street to Pine Street , and doing all other 3 work necessary, in connection therewith, to make a complete improve- 4 went according to the plans and specifications prepared by the City 5 Engineer, which plans and specifications are hereby adopted and 6 approved. 7 Section 2: That the cost and expense of such improvement, in- 8 eluding the necessary and incidental expense, shall be borne by and 9 assessed against the property included in the assessment district 10 herein created in accordance with law.
