(MPP-DP-5) <br />Ensure transparency and involve communities disproportionately affected by <br />housing challenges in planning processes, prioritizing their needs and solutions. <br />(P4PP-DP-8) <br />Encourage collaboration between jurisdictions, developers, and community <br />organizations for balanced housing development. (MPP-H- 11) <br />Employ effective strategies that support and enforce the Fair Housing Act's <br />statutory mandate to affirmatively further fair housing. <br />Avoid concentrations of low-income or special needs housing and ensure that <br />such housing is integrated into the community. <br />Institute educational program and protections for tenants on tenant rights, <br />eviction protections, and assistance programs. <br />Encourage investment in historically underserved areas to promote housing <br />affordability, stability, and enhanced community amenities where public and <br />private investment has been insufficient. <br />Ensure that current and proposed regulations, policies, and procedures do not <br />lead to disproportionate impacts on, or displacement of, marginalized <br />populations. <br />Acknowledge and work to overcome Everett's role in historical events and <br />actions that have led to housing disparities and discrimination and ensure <br />equitable outcomes in housing in all city processes, procedures and regulations <br />while working to undo past harms. <br />Minimize residents' exposure to both natural and manmade environmental <br />hazards and ensure that the city's housing policies and regulations do not <br />perpetuate historical patterns of environmental racism. <br />Proactively prevent displacement of marginalized populations and communities <br />due to economic factors, large-scale planning, or capital improvement projects. <br />(MPP-H- 1 2, MPP-RGS-7) <br />7/18/2024 <br />HOUSING ELEMENT <br />PROPOSED GOALS/POLICIES/ACTIONS <br />Page 4 <br />
