The top layer of soil within Wetland A typically extends to a depth between 10 and 18 inches and <br /> is black(l OYR 2/1)sandy loam.Dark yellowish brown(I OYR 3/6) redoximorphic concentrations <br /> are present within the top layer beginning approximately 6 inches below the surface. The sublayer <br /> is dark grayish brown(10YR 4/2)clay loam with dark yellowish brown(1 OYR 3/6)redoximorphic <br /> concentrations present in the matrix. These conditions meet the criteria for the hydric soil <br /> indicators "Redox Dark Surface" (F6) and "Depleted Below Dark Surface" (A11). Soils within <br /> Wetland A were saturated beginning 4 inches below the surface and the water table was observed <br /> at a depth of 7 inches during the April site investigation. <br /> 2.3.2 Non-Wetland Areas Determination <br /> Non-wetland areas near the development site are vegetated with ornamental shrubs and maintained <br /> lawn. East of the existing development, non-wetland areas are forested with a Douglas-fir <br /> (Pseudotsuga menziesii; FACU) canopy. The understory in this area is dominated by salmonberry, <br /> English ivy (Hedera helix; FACU), and swordfern (Polystichum munitum; FACU). The top layer of soil <br /> in non-wetland areas is generally very dark brown (1 OYR 2/2) sandy loam and extends between 2 <br /> and 5 inches below the soil surface. The sublayer in these areas is typically dark brown(10YR 3/3) <br /> - or dark yellowish brown (I OYR 3/4) sandy loam. Soils in the areas mapped as non-wetland were <br /> typically dry during the April site investigation. Given the lack of direct hydrologic indicators and <br /> hydric soil indicators, it is concluded that areas mapped as non-wetland do not meet criteria to be <br /> considered wetland. <br /> 2.3.3 Silver Lake Creek <br /> Stream Type: Type F <br /> City of Everett Standard Buffer: 130 feet <br /> Silver Lake Creek forms at the south end of Silver Lake and drains southward through the subject <br /> property. Off-site, the stream trends to the southeast where it empties into Ruggs Lake and Penny <br /> Creek. Silver Lake is stocked with Rainbow Trout and utilized by multiple freshwater fish species. <br /> Downstream reaches of Silver Lake Creek are documented habitat for Coastal Cutthroat Trout. <br /> The on-site portion of Silver Lake Creek is wide enough and deep enough to act as fish habitat. <br /> Due to the stream characteristics and connections to known fish-bearing waters, Silver Lake Creek <br /> is considered a Type F stream. <br /> 2.3.4 Silver Lake <br /> Stream Type: Type S <br /> City of Everett Standard Buffer: None <br /> Silver Lake is a 99.3-acre lake located along the north side of the subject property. Silver Lake is a <br /> Type S water located in a heavily developed environment.WDFW identifies five species with Silver <br /> Lake: stocked Kokanee, Largemouth Bass, and Rainbow Trout as well as resident Rock Bass and <br /> Yellow Perch.None of these species are considered threatened or endangered at the state or federal <br /> level. Per EMC 19.37.160.B, Silver Lake shall be protected as required by the approved Shoreline <br /> Master Program(SMP). The SMP does not provide a required buffer for Silver Lake. The project <br /> site is located within 200 feet of the ordinary high-water mark of Silver Lake and therefore falls <br /> within shoreline jurisdiction.
