4.0 SHOREUNE NARRATWE <br /> The proposed clubhouse remodel and parking lot are located within 200 feet of Silver Lake,a Type <br /> S water. Therefore, the project site is within shoreline jurisdiction and must comply with the <br /> requirements of the City of Everett Shoreline Master Program (SMP). The site is mapped within <br /> the shoreline residential environment and the proposed project is associated with a residential use. <br /> The requirements for projects in the shoreline residential environment and residential projects are <br /> addressed in the following narrative. <br /> 4.1 SHORELINE RESIDENTIAL ENVIRONMENT MANAGEMENT POLICIES <br /> The purpose of the shoreline residential environment is to provide for a continuation of residential <br /> and accessory uses in appropriate shoreline areas. Management policies listed for the shoreline <br /> residential environment listed in the SMP are as follows: <br /> 1. Residential and accessory uses, recreation facilities, and public access shall be the preferred uses. <br /> 2. Steep slopes shall be protected consistent with adopted critical areas regulations. <br /> The proposed project is comprised of modifications to the existing clubhouse and parking lot. The <br /> clubhouse and associate parking lot are a necessarry accessory use for the Charter Club <br /> Apartments on the south side of the lake. There are no steep slopes on or near the project location. <br /> The proposed development adheres to the management policies for the shoreline residential <br /> environment. <br /> 4.2 RESIDENTIAL USE REQUIREMENTS <br /> The policies and regulations for shoreline uses are detailed in Chapter 5 of the SMP.The proposed <br /> clubhouse remodel is associated with residential use of the site and will be designed to meet the <br /> criteria for residential development. Policies and regulations are listed below in italics with <br /> responses following in standard text. <br /> Policies <br /> 1. In order to preserve and protect environmentally sensitive areas, planned residential developments or cluster <br /> developments should be considered. <br /> Not applicable. The proposed project is remodeling of an existing structure, not a new residential <br /> development. <br /> 2.
