4.3 CONCLUSION <br /> The proposed project will not change the current use of the site. The clubhouse remodel will <br /> expand the building footprint and the parking lot reduction will decrease the number of vehicles <br /> parking at the clubhouse, but the function of the project area will not change. The clubhouse <br /> remodel and parking lot reduction are not expected to impact the shoreline environment. <br /> 5.0 BIOLOGICAL AND HABITAT ASSESSMENT <br /> When development or redevelopment is proposed within 200 feet of a Type F stream, the City of <br /> Everett requires a biological assessment for threatened species be prepared as part of the critical <br /> area reports package. Similarly, if there are potential impacts to regulated threatened or <br /> endangered species, a habitat assessment is required. Per EMC 19.37.073.D,the requirements for <br /> a biological assessment and habitat assessment are the same and described in EMC 19.37.073.E. <br /> Due to the proximity of the proposed remodel and parking lot reduction to Silver Lake and Silver <br /> Lake Creek, these assessments have been prepared. <br /> 5.1 VEGETATION AND HABITAT TYPES <br /> Three habitat types were observed on site. The area immediately north, west, and south of the <br /> clubhouse and pool is comprised of maintained lawn and ornamental shrubs. East of the clubhouse <br /> there is a linear unmaintained corridor of vegetation that contains Silver Creek.
