5.3 POTENTIAL HABITAT AND BIOLOGICAL IMPACTS <br /> The applicant is proposing to remodel the existing clubhouse and reduce the footprint of the <br /> existing parking lot. The clubhouse remodel will expand the footprint of the structure by 443 <br /> square feet; however,426 square feet are proposed over existing pavement. Only 17 square feet of <br /> maintained vegetation will be impacted by the expansion.The remainder of the remodel will utilize <br /> the existing clubhouse structure and will not impact vegetated areas near the building.The parking <br /> lot reduction will convert 1,111 square feet of parking lot to maintained lawn and reduce overall <br /> usage of the area.In total, 17 square feet of maintained landscaping will be impacted to accomplish <br /> this project. As mitigation for historic parking lot impacts and proposed impacts to buffer <br /> vegetation, 1,128 square feet of buffer enhancement are proposed. Buffer enhancement will be <br /> located between the clubhouse and Silver Lake Creek and improve the water quality, hydrologic, <br /> and habitat functions performed by the buffer. <br /> y By working almost entirely within or over existing structures, the potential for habitat and <br /> m biological impacts are limited. Temporary fencing will be installed to ensure that critical areas <br /> adjacent to the parking lot and clubhouse are not polluted during construction activities. The <br /> minor impacts to landscaped vegetation are not expected to adversely affect the habitat conditions <br /> on site. Temporary fencing will also be installed to ensure that construction activities do not result <br /> in additional erosion or pollution in wetland, stream, or lake areas.By removing 1,111 square feet <br /> of parking lot and enhancing 1,128 square feet of buffer, the proposed project is expected to <br /> improve the habitat functions of the site. <br /> 6.0 MITIGATION AND RESTORATION PLAN <br /> The applicant is proposing to remodel the existing clubhouse and reduce the existing clubhouse <br /> parking lot to the originally approved size. To accommodate the clubhouse remodel, 17 square <br /> - feet of maintained,landscaped buffer will be permanently impacted.The parking lot reduction will <br /> result in the conversion of 1,11 I square feet of paved surface to vegetated buffer. Historic impacts <br /> caused by the parking lot expansion and proposed impacts associated with the clubhouse remodel <br /> will both be mitigated for via buffer enhancement at a ratio of 1:1. In total, 1,128 square feet of <br /> buffer enhancement is proposed. <br /> 6.1 BUFFER ENHANCEMENT PLAN <br /> The applicant is proposing buffer enhancement in the forested area between Silver Lake Creek <br /> and the clubhouse. This area is currently vegetated with a native forested canopy. However, the <br /> understory adjacent to the stream is dominated by invasive English ivy and Himalayan blackberry. <br /> The dominance of these two species have prevented other native species from growing adjacent to <br /> the stream and led to a relatively sparse understory with minimal species richness and structural <br /> diversity. Buffer enhancement will consist of removing invasive species from buffer areas and <br /> installing a diverse array of native trees and shrubs. The plantings have been designed to mimic <br /> the conditions of natural forest succession in the ecoregion.
