Tacoma,WA 98402 . 253.627.9131 phone • 253.627.4730 fax . huitt-zollars.com <br /> SECTION 1: PROJECT OVERVIEW <br /> On behalf of our client, Carlyle Properties, Huitt-Zollars is submitting this Drainage Report to <br /> describe the temporary erosion and sediment control and permanent stormwater management <br /> plan for the Fairway Estates MHC Entrance. The design is intended to meet the requirements of <br /> the current City of Everett Drainage Code, including by reference the City of Everett 2021 <br /> Section 4—Storm and Surface Water Design and Construction Standards and Specifications for <br /> Development and the Department of Ecology(DOE) 2019 Stormwater Management Manual for <br /> Western Washington. <br /> Location <br /> The proposed project is at a mobile home property located at 1427 100th ST SW Everett, WA <br /> 98204.The project is within the City of Everett city limits and zoned as Urban Residential 3.The <br /> parcel consists of a total area of 29.68 acres (1,293,152 SF).The subject area is bounded by <br /> 100th ST SW to the south and residential properties to the west and east and a golf course to <br /> the north and northeast. See Figure 1 Appendix A. <br /> Proiect Description <br /> The proposed project includes the widening of the entrance to Fairway Estates MHC,vehicle <br /> entry and exit gates including opening mechanisms and entry call box, pedestrian gate,feature <br /> wall and columns, and entry signage. The project will create 1,394 sf of new hard surface and <br /> replace 2,761 SF of existing hard surface(new plus replaced hard surface is 4,144 SF). <br /> Existing Stormwater <br /> There is an existing catch basin along the west edge of the entrance and another at the west <br /> corner of the entry drive and 1001h St SW. Stormwater from these two catch basins collect <br /> stormwater runoff from the driveway and conveys it to a catch basin 12" storm line that is part <br /> of a public storm drain system in 100th St SW.The public system discharges to Swamp Creek <br /> approximately 375 feet from the site. See Figure 6 Offsite Map in Appendix A. <br /> Proposed Stormwater Improvements <br /> A catch basin is added to pick up flow from a low spot in the road. <br /> SECTION 2: CORE REQUIREMENTS SUMMARY <br /> The proposed project area is 8716 SF.The project meets the criteria of a redevelopment project <br /> because greater than 35%of the project site consists of existing hard surfaces. As such, <br /> 14.28.030 City of Everett Municipal Code (and Figure 1-3.2 from the DOE Manual, included as <br /> Figure 9 in Appendix A)was used to determine applicable minimum core requirements. Because <br /> the project is proposing less than 5,000 sf of new hard surface, is not converting any native <br /> vegetation to lawn or landscape, and is not converting any native vegetation to pasture, only the <br /> first five minimum requirements are applicable to the project.This is a road-related project, so <br /> application of the Flow Chart (See Figure 9) results in the determination that only MR's 1-5 apply <br /> to the project. <br /> Application of the core requirements are addressed below. <br /> Fairway Estates MHC Entry Huitt-Zollars <br /> Stormwater Drainage Report December 15,2023 <br /> Everett,Washington Page 1 <br />
