EDA <br /> EDWARDS DEVELOPMENT&ADVISORS <br /> September 30, 2022 <br /> Memo To: City of Everett- Permit Services—3200 Cedar Street, 2nd Floor, Everett, WA 98021 <br /> RE: Fairway Estates Manufactured Home Park(MHP)—1427 100th Street SW, Everett, WA 98204, <br /> Snohomish County WA,Assessor#2804 1400 4008 00 <br /> SITE DEVELOPMENT PERMIT APPLICATION AND PUBLIC WORKS PERMIT APPLICATION <br /> NARRATIVE OF PROPOSED WORK FOR RENOVATING MANUFACTURED HOME PARK ENTRANCE <br /> LANDSCAPING AND FENCING,ADDING A MONUMENT WALL AND SIGNAGE,AND ADDING METAL <br /> SECURITY GATES <br /> Fairway Estates MHP is an affordable manufactured home community for 55+ residents. The new <br /> owner of the property—CPI Fairway Estates Owner, LLC/The Carlyle Group—has planned to make <br /> improvements over time to the community's clubhouse, outdoor amenities, driveway/park entrance, <br /> landscaping, paving,fencing, etc. At this time, we are submitting documents to the City of Everett for a <br /> Site Development Permit to widen the entry driveway paving, add a landscape island, replace fencing <br /> and replace existing monuments walls and signage and add swinging metal/wood security gates. Plus, <br /> apply for a Public Works Permit to revise 100th Street's curbs, gutters and sidewalk at the driveway <br /> entrance to the community. <br /> The Site Development Permit application and Public Works Permit application are the 4th permits sought <br /> for Fairway Estates MHP. The first permit was to remodel the Clubhouse which has been completed and <br /> is occupied.The second permit was to add 2 new homes sites/homes to the community which has been <br /> issued and is just starting construction. The third permit has been submitted to renovate the patios <br /> and outdoor amenities adjacent to the Clubhouse in which the permit application is still under review by <br /> the city. <br /> Now,the 4th permit is for the renovation of the Community's driveway entrance. The goal of the <br /> improvements is to increase security for the Community.To install the two new security gates, a <br /> landscape island is required to locate the new security card reader/key pad on the driver's side when <br /> entering. The island's width requires the widening of the driveway and relocating the western <br /> curb/gutter of the driveway. This widening also required renovating a portion of 100th Street SW's curb, <br /> gutter, CB and sidewalk including an ADA ramp. <br /> The 4th permit replaces existing brick monument sign walls and fencing with two new architectural CMU <br /> block monument sign walls and wood fencing. Two LED street light poles are being added to the <br /> driveway to increase nighttime visibility. A sidewalk and pedestrian security gate are included in the <br /> scope of work. New plant materials, landscape lighting and irrigation systems will be installed also. <br />
