6.0 STREAM AND BUFFER RESTORATION PLAN <br /> Pursuant to EMC 19.37.260, unauthorized impacts to a critical area or buffer requires restoration <br /> of the impacted area to an equivalent or better condition. WRI estimated and delineated the <br /> subject area of impact at approximately 460 square feet. The area impacted includes an <br /> approximate 8-foot strip of stream bank and buffer. Previous conditions of the impacted stream <br /> bank consisted of native and invasive trees, shrubs, and groundcover, dominated by Sitka willow <br /> (Salix sitchensis), Pacific willow (Salix lucida), salmonberry (Rubus spectabilis), Himalayan blackberry <br /> (Rubus armeniacus), reed canarygrass (Phalaris arundinacea), creeping buttercup (Ranunculus repens),field <br /> horsetail (Equisetum arvense), white clover (Trifolium repens), curly dock (Rumex crispus), and field <br /> bindweed (Convolvulus arvensis). <br /> 6.1 PLANTING PLAN <br /> The applicant plans to restore the 460-square foot impact area with a suite of native trees and <br /> shrubs adapted to streamside conditions. Given the present beaver population on the subject <br /> property, the containerized plant species chosen in the planting plan are generally resistant to <br /> beaver browse. Before plant installation, any invasive plants currently present in the restoration <br /> area (e.g. Himalayan blackberry and bindweed) shall be removed. Care and <br /> handling of all plant materials is extremely important to the overall success of the project. The <br /> origin of all plant materials specified in this plan shall be native plants, nursery grown in the Puget <br /> Sound region of Washington. Some limited species substitution may be allowed, only with the <br /> agreement of the wetland biologist and/or City staff. <br /> Handling <br /> Plants shall be handled so as to avoid all damage, including breaking, bruising, root damage, <br /> sunburn, drying,freezing or other injury.
