Plant counts will also be performed within each <br /> restoration area. Monitoring of vegetation shall occur annually between May 15 and September <br /> 30 (prior to leaf drop), unless otherwise specified. <br /> Photo points <br /> At least one permanent photo point will be established within the restoration area. Photographs <br /> will be taken from the photo point(s) to visually record condition of the enhancement area. Photos <br /> shall be taken annually between May 15 and September 30 (prior to leaf drop), unless otherwise <br /> specified. <br /> Monitoring Reports <br /> Monitoring reports shall be submitted in the fall of each year during the monitoring period. As <br /> applicable, monitoring reports must include descriptions / data for: <br /> 1) Site plan and vicinity map; <br /> 2) Brief description of project, including date of installation, current year of monitoring, <br /> restatement of goals and performance standards; <br /> 3) Plant survival, vigor, and areal coverage (transect or sampling point data), and <br /> explanation of monitoring methodology in the context of assessing performance <br /> standards; <br /> 4) Assessment of nuisance / exotic biota and recommendations for management; <br /> 5) Color photographs taken from permanent photo-point(s) that shall be depicted on a <br /> monitoring report map. <br /> 6.3.3 Project Success and Compliance <br /> Performance Standards <br /> The restoration area must achieve the following Performance Standards to be considered <br /> successful: <br /> Year 1 Year 3 Year 5 <br /> Survivorship* 100% 80% 80% <br /> Native plant cover** 30% 50% 60% <br /> Invasive species cover <10% <10% <10% <br /> *Only applies to installed native plantings. <br /> **Native existing and volunteer species may be included to meet native species cover requirements. <br /> Assurance Device <br /> Pursuant to EMC 19.37.240,the City of Everett requires a performance or maintenance assurance <br /> device to ensure compliance with EMC requirements and adequate protection and maintenance <br /> of critical areas.
