Element 3: Control Flow Rates
• Properties and waterways downstream from development sites shall be protected from erosion due to
increases in the volume, velocity, and peak flow rate of stormwater runoff from the project site, as
required by local plan approval authority.
Standard erosion control practices such as silt fencing will be used to protect downstream
properties from temporary construction related increases in volume, velocity and peak flow rates.
Runoff will sheet flow off site through existing vegetated grassed areas.
• Downstream analysis is necessary if changes in flows could impair or alter conveyance systems,
stream banks, bed sediment or aquatic habitat. See 3.6 for offsite analysis.
Flows from this site will not change or alter the conveyance system from this small drainage basin.
• Where necessary to comply with Minimum Requirement #7, Stormwater retention/detention facilities
shall be constructed as one of the first steps in grading. Detention facilities shall be functional prior to
construction of site improvements (e.g. impervious surfaces).
A silt fence and straw mulch are proposed to handle runoff from the proposed new SFR roof as
storm water connection to the existing storm drain line is proposed/necessary with this application.
• The local permitting agency may require pond designs that provide additional or different stormwater
flow control if necessary to address local conditions or to protect properties and waterways downstream
from erosion due to increases in the volume, velocity, and peak flow rate of stormwater runoff from the
project site.
No additional or different stormwater flow control requirements are required with this application.
• If permanent infiltration trenches are used for flow control after construction, these facilities should be
protected from compaction during the construction phase.
Infiltration ponds are not proposed with this application.
Relative BMPs for this Category
BMP C209: Outlet Protection
BMP C235: Wattles
BMP C234: Vegetated Strip
