This letter addresses comments from the Review Letter dated
November 15, 2021. This letter is formatted to match the comment letter for easier understanding.
1. Attach detailed WWHM model report, showing model inputs and outputs, to the drainage report,
demonstrating that the splash blocks provide adequate flow control. Represent the splash
blocks in the runoff model in accordance with BM T5.10B of the 2019 Stormwater
Management Manual of Western Washington. Alternatively, a City of Everett Public Works
"Small Project Stormwater Site Plan/Report for Projects in the Combined Sewer Area"form Site
development I Everett, WA-Official Website (everettwa.gov) a Checklists& Handouts) may be
completed and used for flow control sizing. Note that in the "Small Project Stormwater Site
Plan/Report for Projects in the Combined Sewer Area"form, a maximum of 350 SF of roof area
can be discharged to each splash block.
Refer to revised Plans &Drainage Report. The stormwater plan has been redesigned to
disperse the runoff from the proposed garage using two splash blocks on the western
side.A downspout extension on the northern splash block will be used to prevent
dispersing over the walkway at the foot of the stairs.
2. Ensure that downspouts discharge away from any foundation drains and that the flow paths of
the downspout/splash blocks do not overlap, per the design criteria listed for splash blocks per
BMP T5.10B of the 2019 Stormwater Management Manual of Western Washington.
Noted. Please see revised Plans & Drainage Report.
Thank you for taking the time to review the revised plans for this project. Please feel free to contact
me with any questions you may have.
Sincerely,
4seph Smeby, P.E.
Omega Engineering Inc.
