3.0 BEST MANAGEMENT PRACTICES <br /> The BMPs are measures used to reduce or mitigate storm water pollution from industrial <br /> activities. BMPs are a broad class of measures and may include processes, procedures, <br /> schedules of activities, and prohibition of practices. Specific measures followed at this <br /> facility are discussed below. <br /> 3.1 Operational Source Control BMP <br /> Ecology mandates facilities to implement the BMPs listed in the NPDES permit,including <br /> the BMPs from Volume IV of the Storm water Management Manual(SWMM)for Western <br /> Washington,as"applicable"for specific industrial activities/facilities. Condition S3 of the <br /> Industrial Storm water General Permit requires SWPPP to include all Operational and <br /> Structural Source Control BMPs listed as "applicable" in Ecology's SWMMs, or other <br /> guidance documents as mandatory.The applicable BMPS for the site include: <br /> Operational Source Control BMPs for Fueling at Dedicated Stations <br /> • The SWPPP plan has been prepared per BMPs for Spills of Oil and Hazardous <br /> Substances which designates trained person(s) available either on site or on call at all <br /> times to promptly and properly implement that plan and immediately cleanup all spills. <br /> Suitable cleanup materials, such as dry adsorbent materials, are stored on site to allow <br /> prompt cleanup of a spill. <br /> • Employees are trained on the proper use of fuel dispensers. Signs are posted in <br /> accordance with the Uniform Fire Code(UFC). "No Topping Oft'signs are posted at <br /> the fuel pump islands(topping off gas tanks causes spillage and vents gas fumes to the <br /> air). The automatic shutoff on the fuel nozzle is inspected regularly to insure that it is <br /> functioning properly. <br /> • The person conducting the fuel transfer must be present at the fueling pump during fuel <br /> transfer,particularly at unattended or self-serve stations. <br /> All Loading/Unloading Areas: <br /> • A significant amount of debris can accumulate at outside,uncovered loading/unloading <br /> areas. These surfaces are swept frequently to remove material that could otherwise be <br /> washed off by stormwater. Outside areas that are covered for a period of time are swept <br /> after the areas are cleared. <br /> • Drip pans or other appropriate temporary containment devices are placed at locations <br /> where leaks or spills may occur such as hose connections,hose reels and filler nozzles. <br /> Drip pans are always used when making and breaking connections. Loading/unloading <br /> equipment such as valves,pumps, flanges,and connections are regularly inspected for <br /> leaks and repaired as needed. <br /> • A spill kit has been installed within 25 feet of the fueling area at each of the Nelson <br /> t sites. <br /> i <br />
