Tanker Truck Areas to Underground Storage Tanks:
• To minimize the risk of accidental spillage, an "Operations Plan" has been prepared
that describes procedures for loadinglunloading of fuel at the Nelson facility.
Employees are trained in the execution of this plan and it is readily available to
employees.
• All spills ofreportable quantities are reported to Ecology(refer to Table 4 for telephone
numbers of Ecology Regional Offices).
3.2 Housekeeping
General good housekeeping measures are employed to minimize the potential for a release
to the storm water drainage system. Housekeeping practices are reviewed during the
facility inspections. Spill kits including absorbent pads and granular sorbent are used to
collect small spills and disposed in garbage containers with lids. Garbage containers are
emptied on a weekly basis by Allied Waste Management Inc. Garbage cans with cleanup
wastes are disposed of separately. ,
The site employs a vacuum sweeping company to remove dust and accumulated sediment
on a monthly basis. The oil water separators are inspected quarterly and a vacuum disposal
company is contracted to dispose of accumulated oil on a quarterly basis.
3.3 Preventative Maintenance
All equipment and vehicles are inspected during monthly site inspections at Nelson's main
office for leaking fluids such as oil, antifreeze, etc. When a leak is discovered the truck is
reported to the Maintenance Manager and removed from service until repaired. Records
of preventative maintenance measures are maintained at Nelson's main office. All spills
and leaks (e.g.,using absorbents, vacuuming, etc.) are cleaned up immediately to prevent
the discharge of pollutants.
All catch basins are cleaned when the depth of debris accumulates and the debris surface
will be maintained at least 6 inches below the outlet pipe. The secondary containment vault
is inspected daily, to insure that the rubber cover is being effective at restricting water
accumulation, and to insure that at least 2,500-gallon secondary containment volume is
available for an emergency release. The operation and maintenance manual for the oil stop
valve is closed and all stormwater from the site is being collected in the secondary
containment vault.
3.4 Spill Prevention and Emergency Cleanup
Employees are trained in hazardous materials management and storage requirements. Spill
response equipment and materials are readily accessible. A notification system has been
established and a copy of the SWPPP is current and available at Nelson's main facility as
identified in Table 4. A copy of Pac Pride's Accidental Spill Prevention and Containment
Plan is attached as Appendix B to this plan.
f
