ECEOVE
March 1, 2024
MAY n 3 2024
Drew Martin, P.E., S.E. CITY OF EVERETT
Associate Engineer / Commercial Plans Examiner Permit Services
City of Everett Permit Services
3200 Cedar Street
Everett, Washington 98201
RE; Snohomish County Courthouse. Renovations
PermitB22o6-040
Dear Mr. Martin
We have recently been informed the framing inspection for the Snohomish County Courthouse Renovation New
Courtroom 3D project was failed due a revised door location. We are currently in the process of submitting
revisions to the approved plans for plan review to show this door relocation and other changes that have been
necessitated in the field.
Darrell Waterman, the contractor, has informed us the door location was rejected because the location is not
accessible from all directions. We believe that this interpretation of the code is incorrect as 2olo ADA Section
2o6.2.4 and the 2021 Washington State Building Code Section 1104.2 only require one accessible route between
accessible spaces.
2021 WSBC 1104.2 Within a site. At least one accessible route shall connect accessible buildings, accessible
facilities, accessible elements and accessible spaces that are in the same site.
2010 ADA Section 2o6.2.4 Spaces and Elements. At least one accessible route shall connect accessible
building or facility entrances with all accessible spaces and elements Within the building or facility which
are otherwise connected by a circulation path unless exempt by 2o6.2.3 Exceptions 1 through 7.
Both codes clearly state at least one accessible route must be provided. Neither code would require every door
to be accessible from every direction,
The one required route to the newly created chambers area is provided from the eastern approach direction,
and latch approach from the push side.
r----------- i_.__
I4> 1
I 1
1 24 min 1 E g
1 so o
I
mmml nW
ti)
latch approach, push side
2010 ADA Figure 404.2.4.1 P
The door from the circulation hallway into the chambers area (#3526) is located at the bottom of the new
installed ramp. These spaces will be accessed by the clerks, court reports, and judge. They Would be arriving to
the door from the east both coming from the elevators and coming from the courtroom
Refer to the blue arrow and dashed lines on the image below. The door location as built provides more than the
required clear space for an eastern approach.[yellow rectangle on the image below]. We believe that one
accessible route is provided and located from the most logical direction for that use.
The ramp from the northwest courtroom door allows access for the jury to the halhway then back to the jury
The 5/L/A/M Collaborative, Inc.
