The submittal only included one set of construction drawings. Two sets should be submitted. <br /> 2. The project should specify the applicable building codes, including but not limited to the 2018 <br /> IRC, 2018 WSEC, and the 2018 IBC. See Section R106.1.1 and EMC Section 16.005.030. <br /> 3. The extent of existing and proposed work is not clear. For example, some of the 2x6 collar ties <br /> appear to be new framing, while others appear to be existing but are not labeled accordingly. <br /> The use of additional existing labels, as well as standard drafting conventions (e.g., grey-scale <br /> lines for existing work, etc.) is recommended. See Section R106.1.1. <br /> 4. The First Floor Plan on Sheet S1 includes a 38.5-inch exterior door that does not appear to be <br /> part of the original 1910 construction. Note that the original egress appears to have been the <br /> porch on the east side of the building. It is understood that the door does not have a legally <br /> permitted exterior landing, and that the elevation drop to an exterior existing slab-on-grade is <br /> approximately 1 foot. Documentation should be submitted confirming that the doorway is part <br /> of the original construction. Alternatively, reframing of the wall to construction the new <br /> doorway should be specified in the drawings. See Sections R102.7.1, R106.1.1, and R301.1. <br /> 5. The project includes reconstruction of the stairway. The stairway location is stated as occurring <br /> in the same place as the existing stairway. However, it is understood that the existing stairway <br /> is being replaced because it is also not the original 1910 construction. In addition, the existing <br /> stairway was not reconstructed with permits and does not comply with the requirements of <br /> Section R311.7.5. Note also that the top of the stairway has a minimum head clearance of <br /> approximately 5 feet per Section B/S2, indicating that the existing stairway may have been <br /> relocated from the location of the original stairway (e.g., the upper portion may have turned <br /> east-west to maintain headroom, etc.). Documentation should be submitted confirming that <br /> the proposed location is the original stairway location prior to the unpermitted reconstruction. <br /> If the stairway has been relocated, the stairway is required to comply with the headroom <br /> requirements of Section R311.7.2. In addition, the landing at the top would be required to <br /> comply with the minimum 7-foot clearance per Section R305.1. See Section R102.7.1. <br /> 6. Continuing with the previous comment, the structural framing for the building, including but not <br /> limited to the second-floor joists and supported framing, may have been modified without <br /> permits if the stairway location has been modified from the original 1910 construction. The <br /> structure should be reviewed for prior evidence of unpermitted modifications. All unpermitted <br /> modifications should be shown in the drawings as new construction and comply with the current <br /> code requirements. See Sections R102.7.1, R106.1.1, and R301.1. <br /> 7. The lean-to structure on the east side of the building should be an enclosed porch per the <br /> available Snohomish County assessor's records. The porch appears to have been boarded over, <br /> and the exterior door separating the habitable space from the porch has been removed, to <br /> extend the interior space of the house and create storage and utility rooms. Modifications to <br /> this space or portions thereof should be shown as new construction; non-modified portions <br /> should be returned to their original condition.
