The submitted drawings appear to include prior unpermitted work, including but not limited to <br /> the addition of the second-story sunroom on the north side of the house, modifications to the <br /> second-story north structural wall to create enlarged openings, and modifications to the deck <br /> including but not limited to adding a stairway and landing. The addition appears to have been <br /> performed circa 1993 based on the Snohomish County Assessor records. The City of Everett <br /> does not have a record of these modifications. Based on a review of the addition using <br /> available information, it appears unlikely that permits were obtained as the building exhibits <br /> several conditions that were unlikely to have complied with the building codes in effect at the <br /> estimated time of construction. However, we cannot determine definitely when the work was <br /> performed and whether permits were obtained. This comment is intended to inform the owner <br /> of our findings. Furthermore, we recommend that the owner consider performing additional <br /> work as needed to provide a code-compliant structure. See Sections R102.7.1, R105.1, and <br /> R113.1. Potential deficiencies include but are not limited to: <br /> a. Structural construction of the sunroom complying with either the IRC or the IBC, including <br /> but not limited to gravity and lateral systems, foundations, and interconnection with the <br /> main building. <br /> b. Insulation of the sunroom, particularly in the ceiling. It is also anticipated that the window <br /> and door insulation values may have been less than required. Insulation in the walls and <br /> floors may similarly have been less than required. The insulation value of all exterior <br /> envelop components is likely less than required by current code requirements. <br /> c. New conditioned space requires energy credits per WSEC-18 Section R406. <br /> d. Demolition of the original second-story structural wall providing both bearing and lateral <br /> strength. At a minimum, it appears the wall was removed to create open access for the <br /> entire width of the sunroom. In addition, the west end of the wall is largely composed of <br /> glazing with limited structural walls. It is understood that the structural design is adding <br /> shear walls to address this. The headers and supporting vertical framing paths for both the <br /> sunroom opening and over the other doors and windows should be investigated. <br /> e. Deck construction, including modifying or expanding the original construction, adding a <br /> stairway and landings, guard construction, and attachment back to the main house. <br /> Architectural <br /> 1. The proposed project involves modifications to interior walls and ceilings to change room <br /> configurations. The structural modifications may also impact the building layout and load paths. <br /> Additional sketches for the plans of the first and second stories were submitted electronically. <br /> The sketches should be formalized into architectural floor plans and printed on paper sizes and <br /> at drawing scales consistent with the structural drawings. The plans appear to be missing <br /> doors and windows. The proposed new dormer and exterior landings for all doors should also <br /> be shown. Wall coverings (e.g., GWB, etc.) should be specified. Additional comments are <br /> provided below for information that should be added to the drawings. See Section R106.1.1. <br /> 2. The drawings should clearly delineate between existing and new work using established drafting <br /> standards. All demolition should be shown on the existing floor plans. All new construction <br /> should be shown on the new floor plan.
