City of Everett Lift Station No. 1 Valve Replacement <br /> <br /> Scope of Services 5 <br />Assumptions and Meetings <br />1. The project is exempt from Ecology review since it involves replacement of existing <br />infrastructure for maintenance purposes. <br />2. Neither project site is in the floodplain and so does not require a Floodplain Permit. <br />3. Electrical and building permits are not required. <br />4. Construction stormwater permit is not required. <br />5. Completion of the State Environmental Review Process (SERP) or a Joint Aquatic <br />Resource Permit Application (JARPA) is not required. <br />6. Cultural resources survey is not required. <br />7. The proposed improvements at LS-1 are within BNSF right-of-way and so will require a <br />Utility License Agreement from BNSF. <br />8. The proposed improvements at LS-1 are within 200 feet of the ordinary high water mark <br />and so will require a Shoreline Permit. <br />9. Neither project site is within wetlands but the LS-1 site is within the buffer zone of <br />classified riverine and estuarine areas and so requires a Critical Areas Report. However, <br />it is assumed that the project will not yield permanent changes and will involve <br />excavating primarily backfill from when the existing pipelines were originally installed <br />such that mitigation measures will not be required. <br />Deliverables <br />1. Draft and Final SEPA Checklist. <br />2. Draft and Final Critical Areas Report for the LS-1 improvements. <br />3. Shoreline Permit Application for the LS-1 improvements. <br />4. BNSF Utility License Agreement application for the LS-1 improvements. <br />5. HPA pre-application for the LS-1 improvements. <br />6. HPA application, if necessary, for the LS-1 improvements. <br />Task 300 – Design <br />Objectives <br />To provide bid-ready plans, specifications, and opinion of probable construction cost (OPCC) <br />based on the proposed improvements described herein. <br />BHC Services <br />The design services for this task will be conducted under three (3) separate subtasks <br />(50 percent design, 90 percent design, and final design). The work to be included under each <br />subtask is as follows: <br />Subtask 301 – Preliminary Design <br />1. Research and evaluate methods for temporary diversion of flow from LS-1 to the old <br />smaller lift station that would include different equipment (pipeline plugs, line stops, etc.) <br />and means of access (hot tapping, removing bonnet of existing gate valve, etc.) to <br />determine which are viable alternatives the contractor may use and what <br />accommodations would be required.
