City of Everett WPCF Chlorine Contact Channel Isolation Valve Replacement <br /> <br /> Scope of Services 2 <br />EXHIBIT A <br />SCOPE OF SERVICES <br />Background <br />The City of Everett, Washington (City) has selected BHC Consultants, LLC (BHC) to provide <br />engineering and bid assistance services for the Chlorine Contact Channel Isolation Valve <br />Replacement Project at the Water Pollution Control Facility (WPCF). <br />A 48-inch concrete cylinder pipe at the Everett Water Pollution Control Facility (WPCF) is used <br />to convey secondary effluent from the secondary clarifiers to the chlorine contact channel for <br />disinfection before being pumped by the South Effluent Pump Station for discharge into Port <br />Gardner. A butterfly valve on the 48-inch pipeline is used to isolate the chlorine contact channel <br />for maintenance during the wet weather months (November through June) when effluent can be <br />discharged by a separate pump station to the Snohomish River. This valve no longer seals <br />sufficiently, as the amount of leakage has increased in recent years such that it no longer <br />adequately serves its purpose and needs to be replaced. Therefore, the City wishes to replace <br />this valve. <br />This work will be bid with the replacement of a 30-inch valve at Lift Station No. 1 as a single <br />project. Design for replacement of the valve at Lift Station No. 1 is provided under a separate <br />scope of services, but since these two replacements will be combined into a single project the <br />budget for common elements are split evenly between the two scopes of services. <br />This scope of services includes design and bid assistance associated with the project elements <br />necessary to prepare bid documents and assist the City with bidding and awarding the project <br />for construction. Additional work for engineering services during construction can be <br />incorporated at a later date as an amendment to the agreement for these initial services. <br />Scope of Services <br />Task 100 – Project Management <br />Objectives <br />Monitor, control and adjust scope, schedule, and budget as well as provide monthly status <br />reporting, accounting, and invoicing. Also, provide coordination with BHC staff and City <br />personnel and conduct quality control (QC) reviews. <br />BHC Services <br />1. Coordinate and manage the project team. <br />2. Subcontract with and manage project subconsultants. BHC will subcontract with Landau <br />to provide permitting support as described under Task 200. <br />3. Prepare monthly status reports describing the following: <br />a. Services completed during the month. <br />b. Services planned for the next month. <br />c. Needs for additional information. <br />d. Scope/schedule/budget issues. <br />e. Schedule update and financial status summary. <br />f. An estimated cash flow (billing) forecast.
