The design of retaining walls will require geotechnical recommendations that may include but not limited to active and hydrostatic pressures, and slope, seismic, and building surcharge pressures. Plans and details for the wall construction should be included in the construction drawings. Calculations substantiating the wall construction should be submitted for review. See IBC Sections 1603.1, 1604.1, 1610.1, 1605, and 1803.6(5). Response: The provided Geotechnical Evaluation addresses retaining walls on the site. The submitted documentation includes manufacturer's literature for the "ECLIPSE" safety cover that appears intended to comply with ASTM F1346-91 as required by ISPSC Section 305.1. Documentation prepared by an accreditation agency (e.g., ICC-ES report, etc.) confirming that the cover complies with this standard should be submitted for review. See Section R328.1. UL is the accredited agency for the Coverstar specific model CS3OOO (document 3.1). The pool is for the sole use of residents and invited guests at a single family residence, complying with RCW 51-51-0328.1 (11328.1). 8. The pool appears to be deeper than 42 inches are requires handholds around the perimeter. The spacing requirements for the handholds should be specified in the plan. Details for the handhold construction should be included in the drawings. See Section 328.1 and ISPSC Section 323.1. The premanufactured pool should comply with the requirements of ISPSC Section 310.1 and APSP 7 for suction entrapment avoidance. ICC-ES Report ESR-2014 does not appear to indicate compliance with the latter standard. Documentation verifying compliance should be submitted for review. See Section R328.1.
