design and calculations were completed by AHBL dated November 2022, and are
submitted in the packet.
6. Site slope modifications are anticipated to require the construction of retaining walls to support
fill soils and retain uphill soils. The design of retaining walls will require geotechnical
recommendations that may include but not limited to active and hydrostatic pressures, and
slope, seismic, and building surcharge pressures. Plans and details for the wall construction
should be included in the construction drawings. Calculations substantiating the wall
construction should be submitted for review. See IBC Sections 1603.1, 1604.1, 1610.1, 1605,
and 1803.6(5).
Response: The provided Geotechnical Evaluation addresses retaining walls on the
site. Plans and details for the wall construction are included (design by AHBL dated
November 2022). Calculations by AHBL are also provided.
7. The submitted documentation includes manufacturer's literature for the "ECLIPSE" safety cover
that appears intended to comply with ASTM F1346-91 as required by ISPSC Section 305.1.
Documentation prepared by an accreditation agency (e.g., ICC-ES report, etc.) confirming that
the cover complies with this standard should be submitted for review. See Section R328.1.
Response: Per ISPSC Section 305 Exception please see document 3.1 & 3.2 that
complies with safety cover ASTM F 1346 as noted in the documents. UL is the
accredited agency for the Coverstar specific model CS3OOO (document 3.1). The
pool is for the sole use of residents and invited guests at a single family residence,
complying with RCW 51-51-0328.1 (11328.1).
8. The pool appears to be deeper than 42 inches are requires handholds around the perimeter.
The spacing requirements for the handholds should be specified in the plan. Details for the
handhold construction should be included in the drawings. See Section 328.1 and ISPSC
Section 323.1.
Response: Exhibit A Enlargement of Pool area shows the locations of the handholds.
9. The premanufactured pool should comply with the requirements of ISPSC Section 310.1 and
APSP 7 for suction entrapment avoidance. ICC-ES Report ESR-2014 does not appear to indicate
compliance with the latter standard. Documentation verifying compliance should be submitted
for review. See Section R328.1.
Response: Latham pools come pre -plumbed with the re -circulatory system (suction
fittings and return fittings) to meet the design and engineering for current code.
The engineering sheets are included in document 7.0 "2022 Latham Fiberglass Pools
Engineering Sheets" on the right side of pg. 1. Also on the right side bottom of page
8 in the "standard notes" it shows the standard plumbing configuration which is 1
skimmer and then 2 sidewall VGB Main Drains as shown in the bottom figure to the
left. Note the optional atmospheric piping is only required in certain states. The
suction fittings meet the "VGB ACT suction entrapment avoidance" status the
Page 3 of 4
