Conclusion: The Comprehensive Plan for the City states that essential public facilities shall be <br /> located so as to provide the necessary service to the intended users of the facility with the least <br /> amount of impact on surrounding uses. The proposed use is consistent with these Comprehensive <br /> Plan policies.The use is consistent with the General Plan. i. <br /> 10. Compliance with the provisions of this Ordinance and other City, State and Federal <br /> regulations. <br /> Finding: All necessary building and associated permits must be obtained for the proposal prior to <br /> construction. <br /> Conclusion: The proposal will comply with the provisions of the City's Zoning Code and the . <br /> applicant must obtain any required City,State and/or Federal permits. <br /> 11. Accessibility to public transit,and traffic reduction measures proposed by the applicant to <br /> reduce dependence of the proposed use on the automobile. <br /> Finding: The site has frontage along W. Mukilteo Boulevard which is served by public transit. <br /> Conclusion: The proposal is located along an existing bus route and the City of Everett has a <br /> rideshare program with incentives to reduce the dependence on the automobile. <br /> • 1 <br /> SPU SPECIFIC EVALUATION CRITERIA: <br /> The following findings and conclusions are based on the criteria established in Section 41.150.D.2.c. of the <br /> Zoning Code-Special Property Use Permits -Evaluation Criteria for Churches: Only the applicable criteria <br /> have been included. <br /> 1. Where churches are located adjacent to local residential streets,the parking lot entrances/exits <br /> shall be oriented toward the nearest collector or arterial street. <br /> Finding: The proposed use will be located within an existingoffice building. A change of occupancy <br /> classification can introduce code issues involving exiting, separation,structural adequacy, etc. <br /> 2. This property's frontage on Olympic Blvd.currently has unrestricted vehicle access. In order to increase <br /> vehicle and pedestrian safety,the proposed driveway accesses on Olympic Blvd.should be defined and <br /> separated by landscape islands cut out of the existing asphalt and bordered with extruded curbing. <br /> Plans for the work must be submitted to and approved by the public works department prior to permit <br /> issuance. <br /> 3. Traffic mitigation for this project will be per the city's traffic mitigation ordinance. The applicant must <br /> provide the city Traffic Engineer with sufficient trip generation data specific to this proposal to facilitate <br /> the determination of any traffic mitigation fee that may be required as a result of this proposal. Traffic <br /> mitigation fees must be paid prior to permit issuance. <br />
