the provisions described in EMC 19.34.The parking modification land use application is available online, here. <br /> Parking reduction requests per EMC 19.34.050 or 19.34.060 require a TDM plan in accordance with EMC <br /> 19.34.080.The Project data and site plan also do not indicate where the required bicycle parking stalls have <br /> either been provided or are proposed. Please refer to EMC 19.34.030 for bicycle access and parking standards <br /> and revise accordingly. Note that Planning addresses the stall counts only per EMC 19.34;stall dimensions and <br /> the percentage of compact stalls allowed are assessed by the Public Works and Traffic reviewers so additional <br /> comments or corrections may be required. <br /> 2. Landscaping.The property north of the subject property is zoned UR4. EMC 19.35 requires a minimum 10-foot <br /> landscape perimeter along interior lot lines abutting residential zones.The site plan as provided identifies a <br /> walkway encroaching into the minimum perimeter landscaping along the north property line.This must be <br /> revised and/or a modification requested to facilitate this reduction.Administrative modifications may only be <br /> approved subject to the instances described in EMC 19.35.190.The landscape modification land use application is <br /> available online, here. <br /> 3. Open Space.700sf of open space is noted in the project data for the proposed development however there is no <br /> clear indication on the site plan nor development plans how common/open space has been accounted for. Please <br /> clarify and/or revise accordingly. Required outdoor and common areas are subject to the provisions of EMC <br /> 19.09.050, including the dimensional standards of subsection B.4 and expansion of residential development <br /> standards of subsection B.7. If needed,a fee-in-lieu of may be requested for up to 100%of the required <br /> common/open space since the subject property is within% mile of an existing park(subsection B.10).The fee-in- <br /> lieu amount is currently calculated at$31.92 for every sf not provided for onsite per the 2023 land use fee <br /> schedule. <br /> 4. Discrepancies.There are discrepancies between the site plans provided for this project—notably 52 parking stalls <br /> are labeled but"stall 12"as identified on the site plans is located where the required ADA van striping is and <br /> would not be counted towards the total stall count.The Project Data for B2304-086 also notes 43 standard <br /> spaces with 8 compact spaces but the site plans identify more than half the parking stalls with a C for compact. <br /> Please review and revise accordingly;any site plan changes to address the comments above should be reflected <br /> on both building permit submittals,especially if the changes impact the size,dimensions,setbacks, etc.of the <br /> proposed carports and/or residential units. <br /> 5. Park Fees.This comment is for reference only. Park fees are required for the proposed units in accordance with <br /> EMC 19.53.Current impact fees are identified here but be advised that each new 2br unit is subject to$2,120 <br /> park fees and each new 1br/studio unit is subject to$1,060 park fees. The current estimated park fees for this <br /> proposal are$10,600,due at time of building permit issuance. <br /> 6. School Mitigation Fees.This comment is for reference only.This project is located within the Mukilteo School <br /> District and the proposed units are subject school district impact fees per EMC 19.52. Current impact fees are <br /> identified here but be advised that each new 2br unit is subject to$11,846 school impact fees and each new <br /> 1br/studio unit is subject to$700 school impact fees.The current estimated school impact fees for this proposal <br /> are$27,892, due at time of building permit issuance. <br /> For reference,the residential construction submittal checklist and other informational handouts are available online at <br /> www.everettwa.gov/permits.
