128 span at Twenty-second Street by a trestle&and doing all other work in connection therewith to make a complete improvement, said improvement to be made according to the plans and specifications prepared by the city engineer which plane and specifications are hereby adopted and approved. Section 2: That the cost and expense of such improvement including the necessary and incidental expense, shall be borne by and assessed against the property included in the assessment district hereafter created in accordance with law.
