Proposal <br />Intensive Level Survey of Historic Fire Station #4 <br />To: City of Everett Parks and Facilities <br />From: Adam S. (WillametteCRA) understands that on May 17, 2024, the Washington <br />Department of Archaeology and Historic Preservation (DAHP) determined that the City of Everett’s proposed Forest Park <br />Pickleball Sport Court Improvements project would result in an adverse impact to an historic built environment (HBE) <br />resource located within Forest Park. This determination of adverse impact was made pursuant to Governor ’s Executive <br />Order (GEO) 21-02 and its implementing regulations. <br />It is also our understanding that on September 17, 2024, the City of Everett and DAHP executed a Memorandum of <br />Understanding (MOU) which stipulates mitigation of the adverse impact. Based on Stipulation 2 of the MOU, <br />WillametteCRA understands that DAHP requires the following mitigation: <br />“The City of Everett shall engage a consultant to complete an intensive level survey (ILS) of City of Everett Historic Fire <br />Station #4 (DAHP Property ID not yet assigned), located at 701 E Mukilteo Blvd, Everett, Snohomish County, Washington. <br />The consultant shall meet the Secretary of Interior ’s Professional Qualifications Standards for Architectural History, <br />Historic Architecture, and/or History. The results of the ILS shall be documented with an Historic Property Inventory (HPI) <br />form uploaded to the DAHP Washington Information System for Architectural and Archeological Records Data (WISAARD) <br />digital repository.” <br />WillametteCRA will complete the ILS (the Project) of Historic Fire Station #4 (the Property) as outlined above. Our <br />proposed scope of work consists of the following tasks: <br />Intensive Level Survey <br />Task 1 – Management and Project Coordination <br />The WillametteCRA Senior Architectural Historian will be the City of Everett Parks and Facilities primary point of contact <br />during the Project and will manage the other WillametteCRA personnel assigned to the Project. The WillametteCRA <br />Senior Architectural Historian will also assist the City of Everett staff with their coordination with DAHP review staff. The WillametteCRA Senior Architectural Historian will also complete internal quality assurance and quality assurance review <br />of all Project deliverables. <br />Task 2 – Research <br />The WillametteCRA Architectural Historian will research the history of the Property using publicly available desktop and <br />archival resources, such as aerial photographs, census records, genealogical records, historic photographs, maps, <br />newspapers, and tax assessor records. WillametteCRA will also consult other sources of information on the Property <br />provided by the City of Everett. This research will be used to prepare brief written context statements to document <br />important events which may have occurred at the Property (NRHP Criterion A), provide biographical information about <br />significant individuals who may have been associated with the Property (NRHP Criterion B), and provide information <br />about the construction of the Property (NRHP Criterion C). These brief historic context statements will be used to <br />complete proposed Task 4. <br />Task 3 – Fieldwork
