3214 Broadway Development Traffic Impact Analysis <br /> 4. TRIP DISTRIBUTION <br /> The 3214 Broadway Development's trip distribution is based on PM peak-hour intersection <br /> turning movement count at the intersection of Broadway Avenue and 32nd Street. Based on the <br /> count data and surrounding uses, it is anticipated that the trips generated by the site will be split <br /> evenly between trips traveling to and from the north and trips traveling to and from the south. <br /> It is anticipated that trips traveling to the north will use several different routes, particularly during <br /> the peak-hours. This is due in large part to the heavy north-south volumes along Broadway Avenue <br /> and the difficulty in making a left-turn movement from 32nd Street.The alternate routes for vehicles <br /> traveling to the north include Lombard Avenue and Oakes Avenue, with Oakes Avenue being a <br /> signalized intersection with Pacific Avenue. These routes provide a good alternative to vehicles <br /> traveling to the north, but not wanting to make a left-turn from 32nd Street. The 3214 Broadway <br /> Development is not anticipated to impact any City of Everett intersections with 25 PM peak-hour <br /> trips due to the alternate routes for trips traveling to the north. <br /> It should be noted that it is likely that these routes are already utilized by trips traveling to the <br /> north, based on the low number of left-turn movements on the east and west legs of 32"d Street at <br /> Broadway Avenue. <br /> 5. SITE ACCESS ANALYSIS <br /> The 3214 Broadway Development is proposed to have one access to 32nd Street and one access to <br /> the alley along the west side of the site that will provide access to the provided parking spaces. <br /> The access to 32nd Street will provide sufficient throat length for a commercial development access <br /> to a collector roadway. The existing analysis of the intersection of Broadway Avenue at 32nd Street <br /> shows that there is only approximately 1 vehicle queued on 32nd Street along the development's <br /> frontage. There is sufficient separation between the development's access to 32"d Street and the <br /> intersection with Broadway Avenue for 1 vehicle queued without blocking the access to the <br /> development. It is important to note that the analysis is based on the most recent data. Counts in <br /> January 2017 were not collected due to construction to Broadway Avenue along the development's <br /> frontage and in the site vicinity. <br /> 6. TRAFFIC MITIGATION FEES <br /> The City of Everett has a traffic impact fee of$2,400.00 per PM peak-hour trip. The mitigation <br /> fees are based on the trip generation calculations included in Table 1 discussed earlier in this report. <br /> The development is anticipated to generate 48 new PM peak-hour trips and will therefore have <br /> traffic mitigation fees of$1 15,200. <br /> Gibson Traffic Consultants, Inc.
