The Applicant proposes to construct a structure with 140 apartments and a below <br /> grade 216-car garage on property located at 3214 Broadway Avenue, Everett, <br /> Washington. The design of the proposed building requires a variance to exceed <br /> the maximum building height by approximately three feet; and a variance to allow <br /> vehicular access from 32nd Street. In addition, the application includes a request <br /> for a design modification for a parapet roof with cornice elements rather than a <br /> pitched roof. The property is located at 3214 Broadway Avenue, Everett, <br /> Washington, which is zoned BMU-Broadway Mixed Use (BMU). Pursuant to the Washington State Environmental Policy Act (SEPA) (RCW <br /> 42.21.C), the City of Everett was designated as the lead authority for the review <br /> of environmental impacts as the result of the proposed project.
