The Applicant proposes to construct a structure with 140 apartments and a below
grade 216-car garage on property located at 3214 Broadway Avenue, Everett,
Washington. The design of the proposed building requires a variance to exceed
the maximum building height by approximately three feet; and a variance to allow
vehicular access from 32nd Street. In addition, the application includes a request
for a design modification for a parapet roof with cornice elements rather than a
pitched roof. The property is located at 3214 Broadway Avenue, Everett,
Washington, which is zoned BMU-Broadway Mixed Use (BMU). (exhibit 1, staff
report, page 1; exhibit 3, application narrative; testimony of Mr. Ingalsbe)
2. The existing land use for the subject property is vacant. Prior structures have
been removed. The proposed project is a permitted use in this zone. (testimony
of Mr. Ingalsbe) •
3. Pursuant to the Washington State Environmental Policy Act (SEPA) (RCW
42.21.C), the City of Everett was designated as the lead authority for the review
of environmental impacts as the result of the proposed project. The City issued a
final Mitigated Determination of Non-Signficance (MDNS) on June 9, 2017. No
