23. In addition to the variance criteria as set forth in the previous findings, specific
criteria relating to alleys, parking, pedestrian connections, street trees and roof
forms are set forth in Title 13 of the EMC. The City has reviewed these
requirements, and the Applicant indicated that all of the requirements would be
satisfied. (exhibit 1, staff report, page 3)
BMU Design Standards Modification Findings
24. The vehicular access to the site will include the access off the alley and the
access off 32nd Street. The access off 32nd Street will not exceed the maximum
width of a curb cut of 25 feet. The sidewalk pattern will extend across the
driveway. (exhibit 1, staff report, page 2; testimony of Mr. Ingalsbe)
25. The existing alley is, and will continue to be, paved after construction. It will be
maintained and clear of obstructions. (exhibit 1, staff report, page 3)
26. All parking will be located under the proposed building. Parking will be prohibited
between the buildings and the streets. There are no surface parking lots.
(exhibit 1, staff report, page 3)
27. Basic development standards for a BMU zone are identified in exhibit 1, staff
report, pages 2 through 6. The City determined that the applicable development
standards for review of the project include review of vehicular access, alleys,
parking, pedestrian connections, street trees, roof forms, roof form modification,
building design, prominent building entrances, rear side elevations, sidewalks,
street and site furnishings, public open spaces, ground level transparency,
weather protection and seasonal color. All of these items have standards that
must be met. (exhibit 1, staff report, pages 2 through 6)
28. The following design standards are either satisfied by the design of the proposal
or are not applicable to the instant request: vehicular access, existing paved
alleys, parking prohibitions, street trees, building design, prominent building
entrances, rear side elevations, sidewalks, street and site furnishings, public
open spaces, ground level transparency, weather protection and seasonal color.
(exhibit 1, staff report, pages 2 through 6) Even though these elements are
satisfied or not applicable, some require further input from the Applicant,
including: building design, prominent building entrances, width of sidewalks
where there are street trees, street furnishings, public open spaces, ground level
transparency and seasonal colors. Each of these listed items must comply with
conditions, as set forth in this document, that provide the City with information to
ensure compliance. (exhibit 1, staff report, pages 2 through 6)
29. An item that requires modification of the basic development standards for BMU
zoned property involves roof forms. The standards for roof forms in this zone
include: a requirement that rooftop mechanical equipment be concealed by
--.,
v'
