23. In addition to the variance criteria as set forth in the previous findings, specific
<br /> criteria relating to alleys, parking, pedestrian connections, street trees and roof
<br /> forms are set forth in Title 13 of the EMC. The City has reviewed these
<br /> requirements, and the Applicant indicated that all of the requirements would be
<br /> satisfied. (exhibit 1, staff report, page 3)
<br /> BMU Design Standards Modification Findings
<br /> 24. The vehicular access to the site will include the access off the alley and the
<br /> access off 32nd Street. The access off 32nd Street will not exceed the maximum
<br /> width of a curb cut of 25 feet. The sidewalk pattern will extend across the
<br /> driveway. (exhibit 1, staff report, page 2; testimony of Mr. Ingalsbe)
<br /> 25. The existing alley is, and will continue to be, paved after construction. It will be
<br /> maintained and clear of obstructions. (exhibit 1, staff report, page 3)
<br /> 26. All parking will be located under the proposed building. Parking will be prohibited
<br /> between the buildings and the streets. There are no surface parking lots.

<br /> 27. Basic development standards for a BMU zone are identified in exhibit 1, staff
<br /> report, pages 2 through 6. The City determined that the applicable development
<br /> standards for review of the project include review of vehicular access, alleys,
<br /> parking, pedestrian connections, street trees, roof forms, roof form modification,
<br /> building design, prominent building entrances, rear side elevations, sidewalks,
<br /> street and site furnishings, public open spaces, ground level transparency,
<br /> weather protection and seasonal color. All of these items have standards that
<br /> must be met. (exhibit 1, staff report, pages 2 through 6)
<br /> 28. The following design standards are either satisfied by the design of the proposal
<br /> or are not applicable to the instant request: vehicular access, existing paved
<br /> alleys, parking prohibitions, street trees, building design, prominent building
<br /> entrances, rear side elevations, sidewalks, street and site furnishings, public
<br /> open spaces, ground level transparency, weather protection and seasonal color.

<br /> satisfied or not applicable, some require further input from the Applicant,
<br /> including: building design, prominent building entrances, width of sidewalks

<br /> conditions, as set forth in this document, that provide the City with information to
