CHAPTER 5: CITY OF EVERETT SHORELINE <br /> MANAGEMENT MASTER PROGRAM <br /> The Snohomish River and its associated sloughs within the boundaries of the City of Everett and the <br /> City's Urban Growth Area are considered Shorelines of Statewide Significance. The subject property <br /> has been designated as an Urban Industrial shoreline (City of Everett Shoreline Master Program, <br /> Figure 4.7, 2011). The purpose of this shoreline designation is to provide high intensity water- <br /> dependent and water-related industrial uses along navigation channels accessible to shallow draft <br /> vessels,and to ensure optimum use of shorelines that are presently industrial in nature while protecting <br /> and restoring ecological function. Urban Industrial Shorelines are shorelines that front on navigable <br /> ' waters of varying depth and have varying levels of upland access and areas that have been highly <br /> modified by past industrial activities. <br /> 5.1 Policies and Regulations for Urban Industrial Shorelines <br /> The following are the management policies for Urban Industrial Shorelines from Section 4: <br /> ' 1. For that portion of the area which is downriver ofthe SR 529 bridge, shorelands should be reserved <br /> for water-dependent and associated water-related heavy industrial and commercial uses,habitat <br /> preservation, and public access. <br /> Not applicable. Project is upriver from SR 529. <br /> 2 Urban Industrial shorelands which are upriver from the SR 529 bridge may be used fornonwater- <br /> dependent industrial,heavy commercial, and recreational uses,provided that public access, buffers <br /> ' and rehabilitaion ofecological functions is provided along the river shoreline. <br /> The proposed project can be construed as water related providing commercial/industrial development <br /> needed to be in close proximity to Port operations and the inherit connection to water related operations. <br /> However,the proposed project is also being developed in concurrence with buffer restoration and public <br /> access pathway. <br /> 3. Encourage expansions and re-development within already developed areas. <br /> The site has already been extensively developed, filled and graded.The proposed project will restore a 50 foot <br /> buffer along the Snohomish River. <br /> 4. Give priority to existing industries and those new industries which are dependent on a shoreline <br /> location. <br /> The proposed project can be construed as water related providing commercial/industrial development <br /> needed to be in close proximity to Port operations and the inherit connection to water related operations. <br /> However,the proposed project is also being developed in concurrence with buffer restoration and public <br /> access pathway. <br /> 5. Encourage landscaping and screening ofexisting and new activities which have the potential for <br /> adversely affecting nearby properties. <br /> The proposed project will provide landscaping around the perimeter and a 50 foot buffer restoration along <br /> the river with public access.The project will also provide stormwater treatment and detention per the City of <br /> Everett 2010 manual. <br /> 6. Encourage uses to limit and screen lighting to minimize impacts on views and nearby residential <br /> neighborhoods. <br /> The proposed project will provide landscaping around the perimeter and a 50 foot buffer restoration along <br /> ' the river with public access.The site is currently consist of urban fill and invasive plants. <br /> 7.
