You do not need to repeat those answers on this page. <br /> The Hayes Street Regulator and CSO Control Project is located in the northeast area of the City where <br /> several large size sewer mains converge carrying flow originating from a majority of north Everett. The <br /> flow continues through three siphon pipes extended beneath the Snohomish River and to the City's <br /> wastewater treatment plant.The project area is generally comprised of public right-of-way of Hayes <br /> Street,an unnamed alleyway connected to Hayes Street and a City owned site called Siphon Headworks. <br /> The area is primarily light industrial,with a few commercial parcels.The existing sewer infrastructure in <br /> the area is a combined sewer system, handling sanitary and stormwater flows in the same pipe network. <br /> The City of Everett 2014 Comprehensive Sewer Plan defines and prioritizes capital improvements that <br /> would achieve minimum 25-year Level of Service (LOS)for the sewer collection system and a reduction in <br /> Combined Sewer Overflow(CSO)events to one per year on a 20-year rolling average period per outfall site <br /> to comply with Washington State law(WAC 173-245). CSOs consist of a mixture of sewage and <br /> stormwater that are temporarily unable to be conveyed to the City's treatment plant and are discharged to <br /> the Snohomish River. <br /> The Hayes Street project primarily addresses CSO discharges for three Snohomish River Outfalls at this <br /> location that have a history of non-compliance.The project is intended to increase existing combined, <br /> sanitary,and storm sewer network performance to reduce CSOs to the compliance goal limit of one CSO <br /> event per year on average.New pipes and regulator structures along with additional improvements and <br /> modifications to existing siphon headworks facility are proposed.
