! 1 <br /> of coverage may be altered by the Contractor to produce the required response <br /> time performance with the greatest possible efficiency. <br /> 4.2 System Status Management Plan/Unit Hour Utilization <br /> The Contractor is encouraged to be innovative in developing and implementing <br /> sophisticated techniques for maximizing unit hour utilization. The Contractor <br /> shall submit to the City for review, its system status management plan detailing <br /> its deployment methods and unit levels to provide coverage within the City of <br /> Everett service area. <br /> 4.3 Dispatch and Communications <br /> 4.3.1 City Provided Radio Frequency: The City shall provide radio frequency for use <br /> between the EFD and the Contractor. The City will provide the primary EFD—to— <br /> Contractor communication system channel for Contractor's use including authorization to <br /> use a designated channel of the Everett/Snohomish County 800 MHz radio and repeater <br /> system. <br /> 4.3.2 Furnishing of Dispatch/Communication Equipment and Personnel: The Contractor <br /> shall furnish, operate,maintain, and replace or upgrade all dispatch and communication <br /> equipment,radios, telephone equipment, computer aided dispatch("CAD") system <br /> equipment, including hardware and software supporting the interface and security <br /> technology, communication infrastructure enhancements (such as CAD upgrades,mobile <br /> data terminals,automatic vehicle locators, etc.)and all other equipment and software <br /> necessary for the provision of emergency and non-emergency BLS services. All <br /> personnel employed as dispatchers shall be trained in an appropriate manner. <br /> 4.3.3 Computer Aided Dispatching: The Contractor shall provide a CAD system to <br /> record dispatch information for all requests for services and install and maintain an <br /> interface to the EFD CAD system. This system must meet the following requirements: <br /> 4.3.3.1 Allow SNOPAC Dispatchers to electronically transmit 9-1-1 call and <br /> incident information from the EFD CAD system directly to the Contractor's CAD <br /> system. <br /> 4.3.3.2 Transmit the real time status and location(geo-coordinates) for all <br /> Contractor ambulances that serve the City. <br /> 4.3.3.3 Record the EFD incident number for every ambulance dispatched to an <br /> EFD incident and includes the EFD incident number and other unique key data <br /> with the status and location information. <br /> 4.3.3.4 The Contractor will provide all networking, firewall and other <br /> communications equipment necessary to support the interface and will provide all <br /> network connections whether leased from a commercial carrier or otherwise. <br /> 8 of 34 8 <br />
