May 11, 2016 <br /> The regular meeting of the Everett City Council was called to order at 6:30 <br /> p.m., May 11, 2016, in the City Council Chambers of the William E. Moore <br /> Historic City Hall, Council President Murphy presiding. Upon roll call, it <br /> was found Council Members Roberts, Moore, Murphy, Franklin, Bader, <br /> Stonecipher, and Tuohy were present. Mayor Stephanson was excused. <br /> Council Member Roberts led the Pledge of Allegiance. <br /> The minutes of the May 4, 2016, City Council meeting were approved as <br /> printed. <br /> MAYOR <br /> Mayor Stephanson was excused. <br /> COUNCIL <br /> Council Member Stonecipher provided a liaison report on her attendance <br /> at the Parks Board meeting last evening. She stated the final Park, <br /> Recreation, and Open Space (PROS) Plan was unanimously approved by <br /> the Parks Board and will be presented to the Council in the near future. <br /> Council Member Roberts provided an update on the development of a <br /> Sound Transit 3 (ST3) package, which the Mayor and three Snohomish <br /> County Board members have been working to improve. He stated concern <br /> has been raised over the use of an expedited permit process. A technical <br /> team made up of representatives from the cities of Everett and Lynnwood, <br /> as well as Snohomish County, has been working on this issue, which has <br /> been well received by the Sound Transit Board. <br /> Moved by Council Member Roberts, seconded by Council Member Moore, <br /> to bring forward a future resolution that would authorize the Mayor to sign <br /> a memorandum of understanding supporting the process used for the <br /> development of the ST3 link. <br /> 155 <br />
