The proposed project includes measures to maintain water quality, as discussed above. <br />Therefore, while the project will result in the conversion of land use, the relative impact to <br />downstream systems will be undetectable. <br />6.4 CUMULATIVE EFFECTS <br />Development continues to increase in the City of Everett. This trend is likely to continue, <br />resulting in greater population density in the area. <br />6.5 BENEFICIAL EFFECTS <br />The proposed work will not result in any beneficial effects. <br />7.0 RECOMMENDED CONSERVATION MEASURES <br />Conservation measures for the wetland fill and associated development activities are listed below. <br />These measures shall be followed during implementation of this action. <br />• Prior to any site work, a pre -construction meeting with the City of Everett, the contractor, <br />and the wetland consultant shall occur to determine appropriate BMP erosion control <br />measures. <br />• Prior to clearing or grading, areas that are to remain undisturbed shall be clearly marked <br />by flagging or the use of high -visibility fencing. During the construction period, no <br />disturbance beyond the marked clearing limits shall be permitted. The flagging/fencing <br />shall be maintained by the owner/contractor for the duration of construction. <br />• Erosion and Sediment Control (ESC) facilities shall be constructed in conjunction with all <br />clearing and grading activities, and in such a manner to ensure that sediment -laden water <br />does not enter adjacent wetlands or streams. <br />• Appropriate erosion control measures will be installed in areas where construction will <br />occur adjacent to wetland or streams. These may include sediment fencing, hay bales, <br />sand bags, dirt berms, or other means. <br />• The use of silt fences, straw bales, and other sediment filtration devices will be used to <br />minimize the inputs of fine sediment during rainstorms prior to completion of <br />construction. Silt fencing shall be used in compliance with western Washington <br />construction BMP's. <br />• Earthwork is anticipated to occur during the dry season. <br />• Temporary and permanent ground cover measures shall be provided in a timely manner <br />to protect disturbed areas.
