The Washington State Department of Ecology's (DOE) Washington State Wetland Rating System for <br />Western Washington (Revised) was used to classify the wetlands associated with this site. DOE's <br />Washington State Wetland Rating Form for Western Washington (Version 2) was completed for each <br />wetland. Rating forms and mapping are included as an appendix to this report. Based on the <br />classifications and point totals achieved from the rating system, Everett Municipal Code, Chapter <br />37, was applied to determine wetland buffer widths. Wetlands B and D are classified as Category <br />III wetlands under the rating system, with habitat scores below 19 points, and thereby receive 60- <br />foot buffers (EMC 19.37.110(A)(1)(a)). Wetlands A and C are classified as Category II wetlands, <br />both with 19 habitat points, and thereby receive 75-foot buffers (EMC 19.37.110(A)(1)(b)). <br />Everett Municipal Code (EMC 19.37.050(A)(7)) provides exemptions for small wetlands that <br />meet certain criteria. Although Wetlands A through C are small (<4,000 sq. ft.), they are part of <br />a wetland mosaic. Wetland mosaics occur when two or more wetlands lie within close proximity <br />and, inclusive of the upland areas between the them, the wetlands compose more than 50% of <br />the overall area. In this case, when Wetlands A through C are connected together, they make up <br />73% of the overall area which disqualifies this exemption. All four on -site wetlands are <br />regulated. <br />Japanese Gulch Creek (Stream A) is located 400+ feet off -site to the west, west of the railroad <br />track. The reach of the stream adjacent to the west of the site is mapped by Washington <br />Department of Natural Resources as a Type N stream. As the stream flows north toward <br />Possession Sound, north of 51h Street, the classification changes to a Type F. At this point, the <br />stream is 980+ feet from the subject property. A tributary to Japanese Gulch Creek (Stream B) <br />lies off -site to the southwest. This stream is mapped as a Type N. Edgewater Creek (Stream C) <br />is located 220+ feet off -site to the east/northeast. The reach of the stream located nearest the <br />site is classified as a Type N stream. The classification for Stream C changes to Type S <br />approximately 700 feet north of the project site. <br />Due to intact native buffer vegetation along these streams, Everett Municipal Code (EMC <br />19.37.170(A)(3)) requires 50' buffers for Type N streams. Where Stream A changes to a Type F <br />classification, buffer vegetation has been altered by development, so the code requires 150' <br />buffers at this location. EMC 19.37.170(B)(1) requires stream buffers to be extended 25' beyond <br />the tops of slopes in excess of 25%. Taking slopes into account, none of the buffers for Stream A <br />reach the subject property. Steep slopes in the buffer of Stream B, however, do affect the 50' <br />buffer associated with this stream and make it an irregular shape. This buffer is shown on the site <br />plan and on the attached map. <br />No other wetlands or streams are located on the property, including on Lot 5, which is not <br />proposed for development at this time. <br />Critical Area Study 2 WRI# 15202 <br />Soundview Business Campus Rev. #2: October 2, 2015 <br />
