ES-4011.01 <br />August 14, 2015 Page 2 <br />The purpose of this assessment is to assist Veritas Construction, Inc. in recognizing <br />"environmental conditions" at the site. A recognized environmental condition (REC) is defined <br />by the ASTM standard as "the presence or likely presence of any hazardous substances or <br />petroleum products in, on, or at a property: (1) due to any release to the environment; (2) under <br />conditions indicative of a release to the environment; or (3) under conditions that pose a <br />material threat of a future release to the environment. De minimis conditions are not <br />recognized environmental conditions." <br />ESNW performed a reconnaissance of the subject site and surrounding properties on August <br />10, 2015. Information obtained during the site reconnaissance, as well as information obtained <br />at public agencies reviewed by ESNW, was used to complete this Phase I ESA investigation. <br />1.3 SCOPE -OF -SERVICES <br />The following sections of this report (summarized below) describe the report format and scope: <br />• Executive Summary: This section provides a summary of the Phase I ESA process, <br />findings, opinions and conclusions. <br />• Section 1, Introduction: This section identifies the property, location, legal description, <br />and the purpose of the Phase I ESA. This section also provides contractual details as <br />well as limiting conditions, deviations, exceptions, significant assumptions, and special <br />terms and conditions. <br />• Section 2, User Provided Information: This section presents information provided by <br />the user of the Phase I ESA and information from the user questionnaire. <br />• Section 3, Records Review: This section presents a review of standard and additional <br />environmental records sources available from Federal, State, and local regulatory <br />agencies regarding hazardous substance use, storage, or disposal at the site, and for <br />off -site facilities up to a mile radius from the site. Environmental liens or activity and use <br />limitations determined during this records review are included in this section. <br />• Section 4, Historical Use of the Property and Adjoining Properties: This section <br />provides a summary of the historical use of the site and adjoining properties. This <br />history is based on various sources including a review of: aerial photographs, fire <br />insurance maps, city or suburban directories, historical topographic maps, chain -of -title <br />records (if provided by the client), and previous environmental reports completed for the <br />site (if available). <br />• Section 5, Site Reconnaissance: This section presents site reconnaissance <br />observations including general site setting, interior and exterior observations, current <br />uses and conditions of the property and adjoining properties, and a discussion of the <br />geology and groundwater of the site. <br />• Section 6, Interviews: This section provides a summary of interviews regarding the <br />subject property, including the site owner representative and local government officials. <br />Earth Solutions NW, LLC <br />
