Figure 4-1 (Figure M-1 in the EIS) shows the approximately 8 acres of <br /> wetlands that can potentially be filled under this policy, provided that unique plant and animal <br /> species are not present on these sites (see Condition 2.a. above). Mitigation shall include <br /> protection and maintenance of the flood/storm water control and water quality improvement <br /> function on or immediately offsite in the same drainage basin. The habitat functions for these <br /> wetlands can be mitigated off-site. <br /> 12. When an applicant proposes to fill or alter all or a portion of a wetland, the wetland replacement ratios <br /> shall be per the requirements of Chapter 37 of the Zoning Code unless otherwise described below. <br /> Conceptual and detailed mitigation plans must be approved by the Planning Director per the <br /> requirements of Chapter 37 of the Zoning Code. The following potential mitigation sites/activities <br /> shall be considered: <br /> • If the City or other agency establishes a functioning mitigation bank that is performing wetland <br /> functions satisfactorily, the applicant may, subject to a case-by-case approval by the City, be <br /> allowed to purchase credits rather than constructing compensation/mitigation. For a City bank, <br /> mitigation shall be provided per an administrative manual developed at time of creation of the <br /> mitigation bank. If the mitigation bank is established by another agency, mitigation ratios shall <br /> be per the City Zoning Code or the agency banking agreement, whichever is greater. <br /> 13. Developments with hazardous materials on-site, including fuel tanks, must comply with all applicable <br /> local, state and federal requirements. All developments using toxic or hazardous materials must <br /> incorporate facilities and procedures for the safe handling and effective monitoring of toxic or <br /> hazardous materials, which include spill entrapment, training, and special handling, thus reducing the <br /> potential for release of hazardous or toxic materials to the groundwater system. <br /> 14. Staging areas for vehicle maintenance activities during construction must be specified. These areas <br /> must be well away from all drainage courses. <br /> 15. Application of fungicides, herbicides, insecticides, and fertilizers is prohibited on all sites from January <br /> through April when soils are frequently saturated and storm events generate substantial runoff. <br /> 16. All storm drains must be stenciled with language similar to the following: "Dump No Waste, Drains to <br /> (Stream/Wetland/Groundwater)." This reminder is typically spray-painted on to the ground adjacent <br /> to the catch basin with the use of a stencil. The treatment needs to be repeated, approximately <br /> annually, when the paint wears off. The developer/owner may either perform the stenciling, or give <br /> permission for volunteer groups to enter onto the property and perform the stenciling. <br /> 17. During construction activities, all spills must be contained and removed in such manner as to prevent <br /> their entering the waters and soils of the state. Cleanup of spills shall take precedence over other <br /> work on-site. <br /> Section 5: AIR QUALITY AND ODOR <br /> 1. Regardless of their compliance with existing pollution control regulations, certain uses historically <br /> generate the majority of odor complaints received by PSAPCA. Those uses of greatest concern in <br /> this regard include industries that use fiberglass resin and varnish, spray painting (including paint <br /> hangers and outdoor spray painting), metal finishing, breweries and wineries, and loading areas <br /> (diesel emissions). The following restrictions shall be placed on these uses: <br /> Truck loading and maneuvering areas. These uses are currently prohibited within 130 feet of <br /> residential areas in the M-1 zone and 100 feet of residential areas in the M-M zone. These zones <br /> cover the majority of the portion of the Subarea abutting residential properties. <br /> Breweries and wineries shall be prohibited within 350 feet f residential areas and the Sno-Isle Skills <br /> Center unless an air quality study completed by a qualified ert shows the use will not result in <br />
