When located between 350 and 1,000 feet of a residential/school <br /> area, a study must be completed to demonstrate that the brewery will not result in significant odor <br /> impacts on residential areas and the Sno-Isle Skills Center. <br /> Metal finishing, fiberglass resins, varnish: Portions of businesses that regularly finish metal and/or <br /> use fiberglass resin and varnish as a primary part of their manufacturing activities shall be prohibited <br /> within 300 feet of residential areas and the Sno-Isle Skills Center, unless an air quality study <br /> completed by a qualified expert shows the use will not result in odors in the residential/school area. <br /> Paint hangers, outdoor spray painting. Portions of businesses that include paint hangers and <br /> outdoor spray painting (completed outdoor, because objects are too large to spray inside) shall be <br /> prohibited within 300 feet of residential areas and the Sno-Isle Skills Center, unless an air quality <br /> study completed by a qualified expert shows the use will not result in odors in the residential/school <br /> area. (SEPA Air Policies) <br /> Section 6: ENERGY AND NATURAL RESOURCES <br /> 1. All power lines carrying a voltage of less than 15 kV must be undergrounded. <br /> Section 7: ENVIRONMENTAL HEALTH <br /> 7.1 NOISE <br /> 1. All development in Everett must be in conformance with the requirements of EMC 20.08, the Noise <br /> Control Ordinance. Noise studies may be required to determine if a proposal is in conformance with <br /> the ordinance. <br /> 2. Warning devices on vehicles (back up beepers) are exempt from the City's noise ordinance, but are <br /> perceived as irritating by most people. Developments that abut residential zones must be designed <br /> to shield vehicle maneuvering and loading areas from residential areas by placement of buildings, <br /> berms, etc. <br /> 7.2 TOXIC/HAZARDOUS MATERIALS AND EXPLOSIVES <br /> Construction Phase <br /> 1. Construction equipment and vehicles must be maintained so they do not leak fuels or lubricants. <br /> During construction, a staging area must be specified for all vehicle maintenance activities. The <br /> staging area must be located well away from all drainage courses. Where possible, all stormwater <br /> from related maintenance areas must be directed to tie sanitary sewer, rather than the stormwater <br /> system. <br /> 2. During construction activities, all spills of fuel and hazardous materials must be contained and <br /> removed in such a manner as to prevent their entering the waters and soils of the State. Cleanup of <br /> spills must take precedence over other work on site. <br /> 3. During construction, all petroleum products, chemicals, and building materials that could contaminate <br /> runoff must be stored in a lined covered area. An impervious berm must be constructed around the <br /> perimeter of the storage area. The storage area must be located away from environmentally <br /> sensitive areas. <br /> 4. In order to expedite plan review, a hazardous materials inventory list shall be provided as a part of the <br /> submittal for building permits. The storage, handling and use of hazardous materials must be in <br /> compliance with Article 80 of the Uniform Fire Code, 1991 Edition. <br />
