In reviewing the <br /> BSP application,we have reviewed the Planned Action Determination (PAD) issued March 31, 2016. <br /> Because the development concept does not comply with all land use regulations and mitigation <br /> measures of the Planned Action Ordinance,the Determination is being withdrawn. This letter describes <br /> what is necessary for the concept site plan to be consistent with the Planned Action Ordinance and the <br /> BSP to be consistent with City regulations. <br /> Planned Action Determination <br /> The Planned Action Determination dated March 31, 2016, is hereby withdrawn. The following changes <br /> are to be made for the City to consider whether a new Planned Action application meets the City's land <br /> use regulations and the mitigation measures of the Planned Action Ordinance: <br /> 1. The wildlife corridor on the north side of the property is required to be 60 feet in width.The <br /> wildlife corridor on the east side of the property is required to be 150 feet in width. As <br /> environmentally sensitive critical areas,they may not be impacted by grading, fill or <br /> construction activities,with the exception of necessary utility lines or an access drive. The plan <br /> submitted had grading and fill as close as 25 feet from the north and east property boundaries <br /> which are unacceptable. <br /> 2. Section 3.1.3 of the required Land Use mitigation measures(item 5) requires a view analysis to <br /> "ensure that the development will be substantially obscured from the residential areas"to the <br /> north and east of the project site.
