ESG DESK Eli Drassiey, P.E.
_._...- --_ -- ---- -- _ ------- -- ---......--
6) Roof sloping/drainage.
Response: The proposed roof reconstruction project will involve installation of a "minimal/y sloped"
membrane roofing surface which achieves the minimum required 4':•12"drainage slope via roofing
contractor installation ofgraded sleeper strips as necessary. Refer to new Proposed Roof Plan drawing A5.1
and architectural detail 1/A5.1.
7) Bedroom 2 expansion.
Response_- There is no expansion of Bedroom 2 occurring on this proposed roof reconstruction project.
8) Structural roof framing details.
Response: Typical roof framing structural sections on sheet S-2 have been enhanced to include additional
connection specifications as requested.
9) FOR stamp.
Response: The submitted structural drawings 5-1 and S-2 have been stamped by a registered PE.
10) Existing building seismic analysis.
Response: The only change in the structural material weight of the existing/proposed bui/ding is the
replacement of the existing 2x continuous roof decking surface with proposed new 2x8 at 24 oc roof rafters
and new!12"p ywood roof decking. This results in a net d crease in material weight of approximately 1.5
pounds/sgft. Thus it is the judgement of the Engineer of Record that no existing building seismic analysis is
warranted for this project.
Additional/y, it is the opinion of the project FOR that Existing Building Code section 502-Repairs, is the most
applicable design standard for the proposed roof reconstruction project: A Repair is defined in section 202
as: "The restoration to good or sound condition of any part of an existing building for the purpose of its
maintenance.' EBC section 606 contains no language specifying seismic analysis of an existing building
undergoing repairs absent significant damage, but it does include an exception from analysis of lateral
force-resisting elements in section 606.2.3.1, Exception 2("One and two-family dwellings need not be
evaluated or rehabilitated for load combinations that include earthquake effects) finally, should this
project not be deemed a 'repair"per the City of Everett, then certainly the project can be classified per EBC
Chapter 7 section 701 as a Level 1 Alteration, defined as- "Level 1 alterations include the removal and
replacement of the covering of existing materials, elements, equipment or fixtures using new materials,
elements equipment or fixtures that serve the same purpose.' The pertinent building element being the
replacement of the original flat roof. Chapter 706.2-Addition or Replacement of Roofing or Replacement
of Equipment, Exception 2 contains the following structural analysis exception language "Structural
elements where the additional dead load from the roofing or equipment does not increase the force in the
element by more than 5 percent." It is the opinion of the FOR that all of the quoted language/fisted herein
is applicable to the design of the submitted project.
Please accept this letter, along with the resubmitted project drawings and associated documents, as the complete
submittal for this building repair/construction project permit request.
Regards,
Eli S.
