• A review of current federal databases, including the United States Environmental Protection <br /> Agency (EPA) Comprehensive Environmental Response, Compensation, and Liability Information <br /> System (CERCLIS) database, the EPA National Priority List (NPL), the EPA Resource Conservation <br /> and Recovery Act(RCRA) Notifiers, RCRA Corrective Action Report, Facility Index System (FINDS), <br /> Emergency Response Notification System (ERNS), and other lists. <br /> • A review of current state databases, including the listing of underground storage tanks (USTs), <br /> Leaking Underground Storage Tanks (LUSTs), solid waste facilities (SWFs), Voluntary Cleanup <br /> Program (VCP) sites, Confirmed and Suspected Contaminated Sites (CSCSs) and other ASTM <br /> standard databases. <br /> • A review of United States Geological Survey (USGS) topographic maps to identify the <br /> physiographic setting of the Property. <br /> • A reconnaissance of the Property and surrounding area to evaluate the current operations and <br /> look for visual and/or olfactory evidence of contamination, such as stained soil, unusual odors, <br /> distressed vegetation, pipes, drums, oil sheens and/or discolored water, and improper <br /> manufacturing or waste disposal practices. <br /> • An interview with Mr. Bryan Syrdal with Teutsch Partners LLC (User representative). An inquiry <br /> was also made with Ms. Tam Moen, Deputy City Clerk with the City of Everett regarding <br /> information that they may have regarding the Property. <br /> • The preparation of this report. <br /> 1.3 LIMITATIONS OF REPORT <br /> This Phase I ESA report is for the exclusive use of Teutsch Partners LLC. The purpose of this report is to <br /> provide the client with an assessment of the potential for the presence of contamination on the <br /> Property. Phase I ESAs are non-comprehensive and may not identify all environmental risk associated <br /> with the Property. This study did not include an investigation for the presence of asbestos-containing <br /> materials, lead-based paint, radon gas, electro-magnetic fields from high-voltage power transmission <br /> lines, wetlands, endangered species, floodplains, vapor intrusion, or other issues not described in the <br /> aforementioned scope of work or within the ASTM Standard E1527-13 guidance document. <br /> Within the limitations of scope, schedule, and budget, our services have been executed in general <br /> accordance with procedures specified in ASTM E1527-13. Because the SoundEarth report is based upon <br /> readily available and reasonably ascertainable information, the accuracy of which was not verified, <br /> SoundEarth cannot and does not guarantee that the Property is free of hazardous or potentially <br /> hazardous materials or conditions, or that latent or undiscovered conditions will not become evident in <br /> the future. Since Property activities beyond the control of SoundEarth could change at any time after <br /> the completion of this assessment, the observations, findings, and opinions can only be considered valid <br /> as of the date hereof.This report should not be relied upon after 180 days from the date it was issued. <br /> 2.0 PROPERTY DESCRIPTION <br /> The following subsections provide a summary of the location, legal description, and current use of the <br /> Property, as well as a discussion of surrounding land use. <br /> SoundEarth Strategies,Inc. 2 February 16,2015 <br />
