2.1 LOCATION AND LEGAL DESCRIPTION <br /> The Property is located at 931 Broadway Avenue in Everett, Washington, as shown in Figure 1. The <br /> Property consists of a rectangular tax parcel (Snohomish County Parcel No. 0038541810-1300) that <br /> covers approximately 14,810 square feet (0.34 acres) of land in Township 29/Range 5/Section 17. Figure <br /> 2 depicts a plan view/layout of the Property. According to the Google Earth application, the Property is <br /> located at an approximate elevation of 101 to 112 feet above mean sea level, with the highest <br /> elevations on the southwest portion of the Property. <br /> The legal description of the Property is provided in Appendix A, Current and Archived County Assessor <br /> Records. <br /> 2.2 STRUCTURES AND IMPROVEMENTS <br /> The Property is currently occupied by a 1963-vintage, two-story building (Building 1) that encloses <br /> approximately 15,078 square feet of space.The wood-framed structure has a built-up roof and is heated <br /> by electric baseboards. Additional improvements include asphalt paved parking lots on the <br /> southwestern and southeastern portions of the Property, as shown on Figure 2. Photographs taken <br /> during the Property reconnaissance are included as attachments to this report. <br /> Potable water and sewer service are provided to the Property by the City of Everett Public Works. <br /> Snohomish County PUD provides electricity to the building. Solid waste disposal and recycling services <br /> are provided by Waste Management. No evidence of potable or process water supply wells on the <br /> Property was found. <br /> 2.3 CURRENT PROPERTY ZONING AND USE <br /> According to the City of Everett Zoning Map, the Property is zoned Broadway Mixed Use, which is used <br /> for commercial and residential purposes. The current tenants of the building are residential. Exterior <br /> areas of the Property include asphalt paved parking lots on the eastern and western portions of the <br /> Property. <br /> 2.4 ADJOINING PROPERTIES <br /> Development in the vicinity of the Property is a mix of residential and commercial. Uses of adjoining <br /> properties at the time of the SoundEarth Property reconnaissance are summarized below, and are also <br /> shown on Figure 2. <br /> • North.The property to the north is vacant. <br /> • East. A parking lot for Index Hall at Everett Community College is located on the east-adjoining <br /> property. <br /> • South.A parking lot is located across 10th Street. <br /> • West. A parking lot for Everett Community College and a single-family residence are located - <br /> across Broadway Avenue. <br /> 2.5 GEOLOGIC CONDITIONS <br /> Geologic conditions often influence the environmental conditions of a property.
