historical uses of the Property and the responses provided by the User of the report, the absence of a <br /> title report is not anticipated to affect the findings or conclusions of this report. <br /> 3.2 ENVIRONMENTAL LIENS OR ACTIVITY AND USE LIMITATIONS <br /> According to an interview with the User (Mr. Bryan Syrdal with Teutsch Partners LLC), there are no <br /> environmental liens encumbering the Property or current limitations on either activity or use of the <br /> Property. <br /> 3.3 SPECIALIZED KNOWLEDGE <br /> No specialized knowledge regarding the Property was provided by Teutsch Partners LLC. <br /> 3.4 VALUATION REDUCTION FOR ENVIRONMENTAL ISSUES <br /> No Property valuation reduction relating to environmental concerns was reported by Teutsch Partners <br /> LLC. <br /> 3.5 OBVIOUS OR COMMONLY KNOWN PROPERTY INFORMATION <br /> Mr. Syrdal was unaware of environmental concerns regarding the Property. <br /> 3.6 CURRENT OWNER, PROPERTY MANAGER,AND OCCUPANT <br /> Snohomish County Assessor records list the owner of the Property as CEP LV 08 LLC. The Property is <br /> currently developed with an apartment building occupied by residential tenants. <br /> 3.7 REASON FOR PERFORMING PHASE I ESA <br /> SoundEarth prepared this Phase I ESA at the request of Teutsch Partners LLC for qualification for <br /> Landowner Liability Protection under CERCLA as part of a planned acquisition of the Property. <br /> 3.8 PREVIOUS ENVIRONMENTAL REPORTS <br /> No previous environmental reports related to this investigation were provided to SoundEarth. <br /> 3.9 SUMMARY <br /> No issues of potential environmental concern were identified during our review of User-provided <br /> information. <br /> 4.0 HISTORICAL REVIEW <br /> The history of land use for the Property and surrounding areas was evaluated to identify past uses that <br /> might have had adverse effects on the environmental conditions, primarily through the use of <br /> potentially hazardous materials. The following history of the Property and surrounding parcels is based <br /> on a compilation of information obtained from the following resources: <br /> • Snohomish County Assessment records reviewed online and via email <br /> • City of Everett Building Department building permit files and sewer cards <br /> • Cole's and Polk City Directories <br /> SoundEarth Strategies,Inc. 5 February 16,2015 <br />
