been in effect since at least 1956, when the M-2 zone was previously known as the M-1
zone. Consideration of the appropriateness of the M-2 zoning for this property is
beyond the scope of this SEPA review.
The Zoning Code contains performance standards that are intended to reduce
environmental impacts of potentially incompatible uses. These standards include, but
are not limited to:
• Reduced building height within 100 feet of a residential zone (EMC Chapter 6,
Table 6.1, Special Regulation#s 29 and 32);
• Increased building setbacks for sites abutting residential zones (EMC Chapter 6,
Table 6.1, Special Regulation#24)
• Performance standards for light and glare, odor/air quality, vibration and
concussion(EMC Chapter 19.39.140)
• Noise restrictions applicable to industrially zoned property when located near
residentially zoned property(EMC Chapter 20.08.040)
5. Issue: Traffic Impacts.
Response: Traffic impacts associated with this proposal have been addressed as part of
the SEPA review and will be controlled through issuance of a Public Works permit.
The primary impact will be truck traffic. The City has established truck routes, as well
as limitations on hours of construction activity. Traffic impacts resulting from future
development will be evaluated through a separate SEPA environmental review.
6. Issue: Property Values.
Response: Although the City's zoning regulations do not contain specific provisions
addressing property values, the City concluded through the SEPA process that the
proposal would not have a significant adverse impact on the surrounding properties.
Therefore, property values would not be impacted.
The lead agency for this proposal has determined that it does not have a probable significant
adverse impact on the environment. An Environmental Impact Statement is not required under
RCW 43.21C.0302(23)(c). This determination assumes compliance with State law and City
ordinances related to general environmental protection including but not limited to right-of-way
improvement requirements, drainage, etc. This decision was made after review of a completed
environmental checklist and other information on file with the lead agency. This information is
available to the public on request. This Addendum to Mitigated Determination of Non-
Significance is specifically conditioned on compliance with the conditions attached hereto which
are incorporated by reference as if fully set forth herein.
5
