To over- come any difference of level on the ground floor gradients shall be employed of not over one foot in ten; no steps shall be permit ted. Exit doors must be at the level of the sidewalk. All of said exit-doors shall be made in two leaves and shall open out- wards, and the fastenings thereof during each performance, shall be only such fastenings as are afforded by panic exit bolts of. standard type; no exit-door shall be looked or bolted, save with panic bolts, during any performance inan_y moving-Pict_re theatre.
