If calculated <br />today (July 14, 2016) this project would owe a traffic mitigation fee of $285,600 upon building permit <br />issuance. <br />10. Construction traffic must be managed to mitigate traffic impacts to the maximum extent feasible. <br />Measures such as those identified in the approved Traffic Impact Analysis may be required based on <br />observed construction impacts. Site preparation shall occur during summer months when a parking <br />shortfall is not projected. If site prep occurs at another time of year, additional parking mitigation <br />measures may be required. <br />11. Relocate pedestrian crossings at 13th Street driveway to west side of driveway to minimize <br />pedestrian/vehicle conflicts. <br />12. Provide pedestrian access to City sidewalks and all building doorways. <br />13. All traffic control markings and devices on driveways within 50' of right-of-way shall be MUTCD <br />compliant. <br />14. Parking layout must be consistent with City of Everett Standards. <br />15. Pedestrian route should be between parking rows and separated from vehicle driving surface. <br />16. All utilities and site features shall be called out on the plans in accordance with the specific name/type <br />and standard drawing number listed in the City's-current Design and Construction Standards and <br />Specifications for Development. <br />17. This project shall comply with the pretreatment requirements including the Prohibited Discharge <br />Standards as specified in the City's Pretreatment Ordinance (3070-08/EMC14.40). Prior to permit <br />issuance, the applicant shall submit to the City a complete list of any and all toxic or hazardous <br />chemicals that might be stored, used, or produced during the operating life of the project. The complete <br />list of Prohibited Discharge Standards can be found in EMC14.40.050. <br />Planning Department Comments — John Jimerson (425) 257-8737 <br />1. A detailed landscaping plan shall be submitted with the building permit application which demonstrates <br />the landscaping requirements of the PEMC master plan will be met. In addition the plan shall include a <br />conceptual irrigation plan and a plan for restoration of the residential buffer landscaping that may be <br />damaged during construction. <br />2. Include in the building permit application a lighting plan with sufficient information to demonstrate that <br />the standards of the PEMC master plan are met. <br />Fire Department Comments — Jim Venturo (425) 257-8124 <br />Access - The International Fire Code requires that all new structures shall provide Fire Department <br />access roads to within 150 feet exterior walking distance of all portions of the ground floor. Fire <br />Department access roads (Fire Lanes) shall provide a minimum of 20 feet in width of unobstructed, <br />paved driving surface, exclusive of shoulders, with a minimum clear height of 13'6". Inside turn radii <br />must be 35 feet. Outside turn radii must be 55 feet. Slope approach and departure angles must not <br />exceed 8 degrees. Fire lane grade must not exceed 10 percent. Fire lane construction must comply <br />with AASHTO H30 load capacity (74,000 GVW). Fire Lanes will be posted and maintained as required <br />by the Fire Department. Unorthodox access which meets code requirements but is too unusual for <br />crews will not be allowed. <br />
