Sabrina Fandler
From: Charles Johnstone
Sent: Friday, May 20, 2016 2:46 PM
To: Sabrina Fandler
Cc: Jeff Kerwin
Subject: SEPA 16-013 Medical Building for Providence at 1815 13th St.
Follow Up Flag: Follow up
Flag Status: Flagged
Hi Sabrina,
Slightly belated comments here on this latest Providence medical/clinic project.
We do not issue permits per se to medical facilities. As with existing hospitals and clinics however, the new operation
must comply with pretreatment requirements including the Prohibited Discharge Standards specified in COE's
pretreatment ordinance (3070-08/EMC 14.40).This includes source controls for wipes or various other
debris/trash/solids that don't belong down drains(i.e. "...greater than one quarter inch (1/4")"), no medical waste
discharges unless specifically authorized by the Director, no discharges with pH less than 5 or greater than 11 (could
require buffering/attenuation of drainage from labs, for example), among others. Complete list of PDSs is in 14.40.050).
Proper storage, handling and disposal of various chemicals, medications, toxics etc. is of course also required. In the
checklist(p. 16-17, Part 7.a.3)—Table 1), it appears they (contractor) listed materials to be used during the project's
development or construction. But it does not appear they have listed any(all)toxic or hazardous chemicals that might
be stored, used or produced "...during the operating life of the project."
Points of contact for the project are welcome to contact our office as needed for clarifications on requirements.
Charles
EQD/IPT
425-257-8224
1
